On my momma is basically slang for trying to convey to somebody you are dead serious. It's to show how much you are willing to put on the line, it's unethical to say on my momma and lie so I think this is a big part of the ethos, when you put something on your momma, a valuable person in your life, you seem credible. It can also be an illogical fallacy but usually, this term isn't used for anything too serious, you wouldn't say it in court or anything.
