This is a reactionary image often sent to people who send paragraphs full of information, or send intelligent information.
To Define, We Must Elaborate
"Actually" "Nerd face pointing up" "Achually" or in Spanish speaking communities "De Hecho" has taken the internet by storm. As early as 2022, memes were being made. According to Know your Meme, a decently reputable site, Nerd Emoji Pointing up was created on Reddit.com and looks like this:
Likely, there was no intention with the early meme. It was most likely meant to just make you laugh with no meaning.
The meme blew up months later by Latin American internet users.
It has found its way gradually to English speaking internet users.

Relation and Similarities
"Actually" is related to a similar meme: "Ackchyually". This meme is much older (again according to Know your Meme) this originates in 2012 but was not popularized until 2016.

How its used in 2024
If you look to Image 1 you can see how the writer says something educated about theoretical physics and the receiver of the texts responds with "Not reading that essay🤓☝️".
If you look at Image 2, you can see the writer of the message is trying to take the moral high ground with factual evidence and the receiver of the message uses a image to shoot down the argument.
NOTICE that there is no more messages after, this is where the messaging usually stops.
