Paul Amdt. No. 222 on NATO not Superseding the Constitution

The Paul Amdt. No. 222 (voted on by the U.S. Senate) states, "to express the sense of Congress that Article 5 of the North Atlantic Treaty (NATO) does not supersede the constitutional requirement that Congress declare war before the United States engages in war." A majority of of Senate Democrats and Republicans voted against the amendment, seemingly stating that the North Atlantic Treaty (NATO) is above the Constitution. Sixteen Senate Republicans voted for the amendment, while eighty-three (83) Senators voted against the amendment. One senator chose not to vote.
