The main objective of this council is to develop decent work for all workers, both adults and children, men and women. Besides that, preventing the employment of children in hazardous labor has been one of ILO’s focus since 1992 when the ILO’s International Programme on the Elimination of Child Labour (IPEC) was created. In addition, International Labour Organization also established a convention entitled “ ILO Convention on The Worst Forms of Child Labour, 1999 (No. 182)” which focuses on tackling the worst forms of child labour.
Child employment in hazardous labour threatens children’s safety and life. Not to mention, it also violates their basic human rights as stated in the United Nations Declaration of Human Rights Article 3, “Everyone has the right to life, liberty and security of person.” Despite all the efforts taken to mitigate children's employment in hazardous labor, there are still more than 73 millions children working in this field who are in need to be secured to achieve the condition of “welfare of all”. Therefore, to fulfill the basic rights of children, their employment in hazardous labour needs to be mitigated.
