How to Get PAK Police Character Certificate (PCC) from overseas?

Pakistani Police Clearance Certificate (PCC) from Outside Canada - January 2019

I am currently in Canada and had to apply for PCC for Immigration purposes. Since I was abroad, I started looking for options. I don't know about other cities, but if you need one from Lahore, then keep in mind their process is very very strict. These were my options:

  1. Went to Pakistani Consulate in Montreal (Canada). They said that they do it free of charge. (Yes! it's free). But the problem is it will take 3-4 months for certificate to be issued.

  2. Went to sites like mamoo in pakistan & chachu in pakistan, but they regretted saying that Lahore PCC is very strict in this and they will not be able to help me.

  3. Third and most viable option is to ask a relative in Pakistan. All they need from me is an Authority Letter. They need to fill a few forms and prerequisites before PCC arrive via post at your address in Pakistan.


So, I chose Option #3. Here is the process:

  • First requirement: BLOOD RELATIVE : Relative who is applying and receiving on your behalf should be blood relative (brother, sister, parents, children). No one else can apply on your behalf. Even if they have authority letter.

  • Second Requirement: AUTHORITY LETTER : Blood relative who is applying on your behalf still needs an authority letter. (SAMPLE)


Getting Authority Letter:

  • Pakistani Embassy/Consulate will stamp your authority letter. In Canada, they charge CA$40 via Cash/Debit (no Credit Card is accepted). For that, you need 3x copies of Authority Letter (unsigned), 3x photos, 3x CNIC copies, 3x passport and visa /Permanent Resident Card copies.

  • You have to sign Authority Letter in front of Embassy Official. I got authority letter stamped same day. (Had to wait 3 hours though). Printing can be on Normal Letter Size/ A4 Size or Legal Size Page. It's up to you. I chose Legal size format on a simple quality page. You can type the content of letter yourself as you please.

Other documents:

  • You need to fill the Police Clearance certificate form. This form is given on IRCC's website.

  • You need 3x unattested photos with blue background.

  • You need photocopies of passport, CNIC and Visa/PR. Embassy didn't require attested copies from me. They attest those copies themselves. Attestation of copies can be done inside Pakistan also.

  • Courier all these documents to your relative who will apply, however you can also scan and email scanned copies of letter to your relative.

  • Once your blood relative has copy of stamped authority letter (photocopy of authority letter is also acceptable), and all other documents mentioned above, they can apply on your behalf. They will get a token slip after applying.

  • It takes around 10 days (written on token) after which they can go to receive PCC.


The police office where people need to submit these documents is located near Kachehri area in Lahore.
