IRCC Call Centre would not allow you to contact them from outside Canada as they block non-Canadian numbers. So, here are couple of ways I circumvent those barriers.

You can also record Skype Calls on PC using 3rd Party Apps like Evaer Skype Recorder (bit.ly/2xSaFUB). It's legal in Canada to record your own conversations by telephone or in person. It's only illegal if you're not one of the intended recipient of communications made in that conversation (More on Legality of Call Recording : bit.ly/2xEd7ib)
If you have bought a MagicJack device and set up a Canadian Number on it (Canadian numbers cost US$10/year), you can use MagicJack App on any Android (bit.ly/2NGHMWb) or iOS (apple.co/2R1AqdR) devices from anywhere in the world to make calls. Make sure you select Canadian number before making call.
