Outside Canada

Passports for new-born children born abroad.

In general, all child passport applications must be accompanied by a proof of the child’s Canadian citizenship.

When urgent travel requirements exist, or when a newborn must have a passport in order to obtain a legal residency status abroad, parents can apply concurrently for the child’s Certificate of Canadian Citizenship and for a Limited Validity Passport (LVP). The passport that may be issued would be limited to two (2) years validity. This option is only available for children under two (2) years of age.

If you’re applying for a regular passport (blue) from outside Canada, a family member or anyone living at the same address as you may be your guarantor as long as they meet the basic guarantor requirements above.

You can apply for both "Proof of Citizenship" and "Limited Validity Passport" application at the same time for your newborn child.

It’s not mandatory but strongly recommended by passport Canada (helping to avoid possible delays) to provide a birth certificate detailing the parents names.

(Processing time : 2 months)

1. Complete the following forms:

One Parent will be principal applicant on these forms. Forms require signature of both parents because both parents need to participate. If one parent is inside Canada and other is outside Canada, outside Spouse will have to fill all the forms, leave in-Canada spouse's signature field blank in all forms and send forms to Canada. Spouse in Canada then will have to go to Passport Office and sign "Consent Form" which will be sent electronically by Passport Officer in Canada to Islamabad Mission abroad.

2. Gather all necessary documents and get your child’s passport photo

Include the following documents with your child’s application form:

-> Pakistani Birth Certificate - bearing names of both parents.

All documents must be submitted in either French or English. If a document is in another language, an official translation must be provided.

3. Find a Guarantor

For new passport applications, you will need to find a guarantor to sign your child’s application and one of the passport photos. The guarantor must have known you (the parent or legal guardian who is applying on behalf of the child) personally for at least two (2) years and must have knowledge of the child.

4. Submit your application and pay your fees

Deposited at bank (in Pakistan, it's Standard Chartered).

Part 1 : APPLYING FOR PROOF OF CITIZENSHIP (PoC)

This step is a MUST for obtaining Limited Validity Passport (LVP). Although you will not get an actual Citizenship certificate for 6-8 months, but you will get an application number which you can show as evidence for your child's LVP.

Proof of Citizenship (PoC) can be applied either via paper (via mail) or online (via GCkey). The online option is much easier and there is no hassle of signing paper documents. For online option, you can use your Canadian spouse's GCkey account (one GCKey account can be linked to multiple applications), simply scroll down on the main page and select “start an application” and then choose the "Proof of Citizenship" option. Afterwards, fill out Canadian spouse/parent's basic information and Canadian Citizenship Certificate (if naturalized) / Canadian Birth Certificate (if Canadian born). The Foreign spouse/parent will be the 2nd parent added in the information. Now comes document part to be uploaded:

Documents Required (This is an example, it may vary in your country):

  1. Birth Certificate of Child : Upload it in the “Proof of Parentage” section. (For Pakistani nationals only) To apply for this, go to your local Union Council, Cantonment Board, Metropolitan Corporation, etc. along with child's Hospital Birth certificate, both parents' CNIC, fill appropriate form at their office and get Birth Certificate same day!

  2. Canadian Parent's Citizenship Certificate (if naturalized citizen) / Birth Certificate (if Canadian born) : Upload in “Parents' citizenship at Birth/Adoption” section.

  3. Digital photo of child: Get photo taken with 50mm X 70mm size. If newborn or infant, IRCC accept photos with slightly open eyes; just make sure head is not tilted. Get BOTH the actual hard copy along with the Studio stamp on the back of at least TWO photos as well as the Digital copy. Then, uploaded digital copy in application.

  4. Family Booklet : Upload in the “Primary Identity document” section. (For Pakistani Nationals) Go to nearest regional NADRA office and submit your child's Birth Certificate issued by Union Council and pay required fees. Afterwards, you will be issued your child's Child Registration Certificate (CRC), also known as “B-Form”. Afterwards, in same office, apply for Family Registration Certificate (FRC) with the child, using CRC and FRC will be issued same day. (photo of child is taken on spot and FRC is issued within 10-15 minutes).

  5. Foreign Passport of Child: Upload in the “Passport” section. (For Pakistani Nationals) You need all of above documents (along with TWO copies of each) plus copy of the parent’s Canadian passport, also take copies of your and spouse’s Pakistani CNIC too. Make sure you coordinate this visit with your spouse in Canada as the Passport office talks via Whatsapp video call with the Canadian parent to obtain consent.

  6. Pay fees of CA$75 (choose "Citizenship Certificate (proof of citizenship)") for PoC application online and submit application. You are done! You will get an update in a day or two on your GCkey account /email and you will now be assigned an application number. Take its printout and forward it to your Canadian Spouse electronically.


Part 2 : APPLYING FOR LIMITED VALIDITY PASSPORT (LVP)

This is a paper based application and to be sent to High Commission of Canada (CHC). Following is an example which may differ from country-2-country. Use it as guidance:

Submit your paper application to CHC Islamabad via trackable post. If you email them at ISBADCS@international.gc.ca, they will guide you accordingly and send appropriate checklist. In-person visit to embassy is not required:

Documents required:

  1. Child Abroad General Passport Application (PPTC 042): Main Form to be filled by Foreign spouse/parent (as Applicant) and signed by the same parent only. No need for other parent to sign, but their info must be filled in BLOCK 2 under “Other parent”. Remember: DO NOT sign the box in BLOCK 1 (Child’s info). In BLOCK 4, select “Certificate of Canadian Citizenship” but leave the certificate no. and date of issue lines blank (because you would have applied for PoC but have not received certificate yet; but if you have received it, fill accordingly) - For Guarantor (BLOCK 6), you can use any occupation-based guarantor. They can be your family member living at same address. (More Information on page 6 of PPTC 042). If you do not have a guarantor, you must complete Statutory Declaration in Lieu of Guarantor form at the Embassy (additional fee applies). Please make an appointment with the Consular Section.

  2. Limited Validity Passport Form (PPTC 116): To be filled by Foreign spouse/parent; again he/she will put his name as 'Applicant'.

  3. Confirmation of Parent's Canadian Citizenship History For a Child Born Aborad (PPTC 445) : To be filled by Canadian Spouse/Parent and then signed by him/her. No need to fill the ‘other parent’ box-leave it empty. Print out the signed and scanned version of the form.

  4. TWO x passport sized photos of the child : (50mm x 70mm) the same ones you got made from the studio and stamped; this time the Guarantor needs to write on the back of one pic only that: “I certify this to be the true likeness of XYZ(child)” and then sign as well.

  5. Both Parents' original Govt. Issued ID's or copies signed by a guarantor.

  6. Child’s Original Birth certificate.

  7. Canadian Parent’s Original Proof of Citizenship (Birth Certificate, Citizenship Certificate, Passport, etc.) NOTE:

    • Do NOT courier this document. When the application is submitted, the passport examiner will release a file number to the guardian, who informs the parents of the file number and then has to report to the nearest Passport Office or Canadian mission abroad to complete Acknowledgement/Consent to Provision of Passport Facilities for a Minor Child (PPTC028) forms, and to submit a written statement confirming:"I the undersigned, (name), as the parent, custodial parent or legal guardian, authorize (name of guardian) to apply for a passport on behalf of child (name) and the passport, when it is issued, may be released to that person." . The statement must also outline the reason why they themselves are unable to apply.

  8. Original Nikah nama/Marriage certificate

  9. Travel itinerary (Simply provide screenshot of ticket/booking you're going to purchase. You don't have to buy ticket).

  10. Fee receipt of CA$100 online (choose Child passport (under 16 years old)) and include fee receipt with application.

  11. Use Printout you took in Part 1 (including application number) and add it here. You may also include CA$75 fee receipt as evidence of applying for child’s proof of citizenship.

  12. Include Prepaid Return Envelope with appropriate embassy/consulate's address on it (e.g.):

Once application is lodged by Foreign Spouse/Partner at their nearest embassy, Canadian Parent need to use that same file number by going to nearest Passport office with original documents and book an appointment with them against this file number. Here, they need to sign in person Form PPTC 028.

Now, wait for approximately 2 to 4 weeks for your Foreign Spouse to receive child's LVP by post.


Parental Consent for Newborn Passport

If one parent resides outside your country, he/she must report to the nearest Passport Office or a Canadian mission abroad to complete the “Acknowledgement/Consent to Provision of Passport Facilities for a Minor Child” form (PPTC028) and present valid government-issued photo identification. There is no charge for processing this form.

The details of both parents should be written in Section 2 (Information on Applicant) of the Child Passport Application, but the declaration/signature block for the parent residing outside your country must be left empty.

Prior to submitting the passport application, it is recommend that the parent submitting the application contact the Consular Section to obtain a file number which must be provided to the other parent who will present this to the nearest Passport Office or Canadian mission abroad to complete “Acknowledgement/Consent to Provision of Passport Facilities for a Minor Child” form. Otherwise, there may be a delay in processing the passport application.
