Q125) Can OUTLAND PA land in Canada without SPR in Canada?
For OUTLAND applications, it is not mandatory for Sponsor (SPR) to travel with Principal Applicant (PA) at time of landing, but they can.
If SPR decide to stay outside Canada while Outland PA attempt to land, that would depend on Border Officer (BO) / CBSA Officer.
Technically, if SPR is PR, then PR SPR must abide by family sponsorship rules imposed on them up until the day PA lands in Canada. BO can take this into consideration when processing landing papers and may result in refusal of application.
Someone in 2016 was denied landing when SPR decided to stay abroad to take care of children.

In Family Sponsorship, foreign spouse is Principal Applicant (PA). Spouse cannot be Dependent (DEP). In such case, PA can land alone.
In other streams (where both spouses are applying for PR), both are foreign spouses and one becomes PA and other becomes DEP spouse. In such case, DEP can only land together with or after PA land.
