This guide can be used by citizen of any country as Quebec's process is same for everyone intending to reside in Quebec.
MIFI's CSQ Application is still Paper-based and IRCC will inform you when to apply.

IMPORTANT REMINDER
You must receive confirmation from IRCC that your FEDERAL spousal sponsorship application's SPONSOR ELIGIBILITY have been approved before submitting your undertaking application to the Ministère. MIFI do not process sponsorship applications that are submitted without proof of this confirmation.

A new CSQ is required for every application. You cannot use a valid CSQ submitted for a previous application, even if it is for the same sponsor and PA.
MIFI can extend the validity of a CSQ for an additional year if required.
This is an UNDERTAKING application by SPONSOR. Hence, SPONSOR will be the only filing and paying for this application.
Definition of SPR and PA is same for both Federal and MIFI.
It's also acceptable by MIFI if you have written PA's name on back of Cheques/Bank Drafts instead of SPR's.
First, submit your Federal Application to IRCC like everyone else via IRCC's online PR Portal. (Do NOT send Quebec Application to IRCC at this stage.)
After getting AOR and SA, you will receive this Letter via online portal / email / GC Key from IRCC to apply for Certificat de Sélection du Québec (CSQ).
Download all the relevant FRENCH forms in QUEBEC's website. (Previously, it was known as Undertaking application – Kit A – without financial requirements.)
Fill, Print, Sign and Post your Quebec Application Package to Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI)'s postal address. Some forms require signature from Principal Applicant (PA) as well, therefore you need to sign and post those pages via courier to your Sponsor (SPR). Following is the address where you need to post your CSQ application.

Make Sure You Pay Correct Fees of CA$310. Best way is to put Canada Post Money Order, Bank Draft or Cheque (additional charges of CA$7.50) with CSQ Application Package. Remember that if you are paying with Credit Card and your payment got declined, your application will be returned back to you, & may incur additional charges.
You will receive confirmation from MIFI that your application will be processed within given deadline.
After deadline and successful processing, you will receive ONE signed, dated, stamped Undertaking Application Form (A-0546-GF), TWO Letters along with TWO CSQ's by Post.

(ORIGINAL) Proof of payment of required fees. If paying via credit card, only then complete Payment by Credit Card (A-0591-F0) form. If you pay by bank cheque or postal money order, you must enter the exact amount and make your cheque or money order payable to the Ministre des Finances du Québec and put it in your application package. NOTE 2: There are no co-signers in spousal sponsorship, therefore leave those options blank.
NOTE 3: Some pages of forms require signature individually and in some, both Sponsor and Principal Applicant. Therefore, kindly make sure you post relevant signed forms by post to whoever is going to post application for CSQ.
NOTE 4: For some reason unknown to mankind, some of the Quebec forms are not Dynamic, meaning you have to fill them by hand. I have made some forms fillable and save-able (link provided below) which you can use to fill it and save it online.
