Outside Canada

Passports for new-born children born abroad.

In general, all child passport applications must be accompanied by a proof of the child’s Canadian citizenship.

When urgent travel requirements exist, or when a newborn must have a passport in order to obtain a legal residency status abroad, parents can apply concurrently for the child’s Certificate of Canadian Citizenship and for a Limited Validity Passport (LVP). The passport that may be issued would be limited to two (2) years validity. This option is only available for children under two (2) years of age.

If you’re applying for a regular passport (blue) from outside Canada, a family member or anyone living at the same address as you may be your guarantor as long as they meet the basic guarantor requirements above.

You can apply for both "Proof of Citizenship" and "Limited Validity Passport" application at the same time for your newborn child.

It’s not mandatory but strongly recommended by passport Canada (helping to avoid possible delays) to provide a birth certificate detailing the parents names.

1. Complete the following forms:

One Parent will be principal applicant on these forms. Forms require signature of both parents because both parents need to participate. If one parent is inside Canada and other is outside Canada, outside Spouse will have to fill all the forms, leave in-Canada spouse's signature field blank in all forms and send forms to Canada. Spouse in Canada then will have to go to Passport Office and sign "Consent Form" which will be sent electronically by Passport Officer in Canada to Islamabad Mission abroad.

2. Gather all necessary documents and get your child’s passport photo

Include the following documents with your child’s application form:

-> Pakistani Birth Certificate - bearing names of both parents.

All documents must be submitted in either French or English. If a document is in another language, an official translation must be provided.

3. Find a guarantor

For new passport applications, you will need to find a guarantor to sign your child’s application and one of the passport photos. The guarantor must have known you (the parent or legal guardian who is applying on behalf of the child) personally for at least two (2) years and must have knowledge of the child.

4. Submit your application and pay your fees deposited at bank (in Pakistan, it's Standard Chartered).

Parental Consent for Newborn Passport

If one parent resides outside your country, he/she must report to the nearest Passport Office or a Canadian mission abroad to complete the “Acknowledgement/Consent to Provision of Passport Facilities for a Minor Child” form (PPTC028) and present valid government-issued photo identification. There is no charge for processing this form.

The details of both parents should be written in Section 2 (Information on Applicant) of the Child Passport Application, but the declaration/signature block for the parent residing outside your country must be left empty.

Prior to submitting the passport application, it is recommend that the parent submitting the application contact the Consular Section to obtain a file number which must be provided to the other parent who will present this to the nearest Passport Office or Canadian mission abroad to complete “Acknowledgement/Consent to Provision of Passport Facilities for a Minor Child” form. Otherwise, there may be a delay in processing the passport application.
