The Progress Reports section shows data that has been automatically populated from the Instructional Plan section, and the top portion of the Progress Report Details section.
This section is primarily for convenient viewing of progress report information as part of the other subsections of the IEP.
The only part of this section that can be edited here is the Baseline Data, Teacher's Signature, and Date. This data will automatically populate to the Progress Report Details section.
To clarify, there are three progress reports sections or areas within eSER:
This Progress Reports section;
Progress Report Details which has similarities along with additional editable fields; and
ESYS Progress Report in the ESYS Summary, which is different from the first two and unrelated.
Navigation
IEP > IEP List > (choose IEP) > IEP Section > Progress Reports
Data shown in this section is correlated to the Progress Report Details section and the Instructional Plan subsection.
Progress Reports
Progress Reports should be initially created in the Progress Report Details section. It is possible to generate a new progress report directly in the IEP here via the Edit Section(s) static link; however, the details will only appear in Progress Report Details.
If the Progress Reports subsection is not present, add it via the Edit Section(s) static link.
Use the Select an Instructional Plan dropdown to select the Instructional Plan where baseline data is needed. The dropdown options, and uneditable data shown below, are populated from the Instructional Plans created in the IEP under the Instructional Plan tab.

Again, the Goal can only be written and edited via the IEP Instructional Plan section. From there, it will automatically populate in this Progress Report Summary.
The "Goal" label in this subsection is labeled "Measurable Academic/Functional Goal" in the Instructional Plan subsection. They are the same thing. See Similarities, below in Visual Guides.
Baseline Data can be entered and edited by clicking the pencil icon.
The section must be checked out to make edits.
Click Save to commit any changes, or Cancel to exit.
Entering Baseline Data, Teacher’s Signature, and Date, and clicking Save will commit the data.
This will also update the Modified timestamp at the bottom of this section.
If the IEP was submitted but the fields for Baseline Data, Teacher's Signature, and Date were not filled out, they can be edited later in Progress Report Details. The IEP does not need to be amended to make these edits.
Click the Check In button to lock the data, or stay Checked Out and go to another section to make further edits to the IEP.
This section is intended to be added before the IEP is submitted. If the IEP has already been submitted, do not create an Amendment to add this section. Instead, go to Progress Report Details. Data entered there will automatically populate in this section without creating an amendment.
Otherwise, begin by clicking Edit Section in the IEP.
Then the + button.
Then Progress Reports > Add.
Progress Reports can only be downloaded and printed as PDFs by navigating to IEP > IEP List.
Go to the IEP list and click download.
Click the Progress Reports checkbox, and any other optional sections as needed.
Then click the Download IEP button.
The PDF will be downloaded to your default folder. This folder can be changed if desired.

Downloading
If there is an error downloading or the gear spins and never downloads, it means something is being requested that doesn't exist. For instance, Gifted & Talented students don't have Transition Services, so uncheck this in the IEP Download section.
Amendment
It's best to not have any amendments open while writing progress reports. They can be written and saved, but the prior progress report details will only be visible in the downloaded progress report.
Viewing
To view any "missing" progress report details, download the progress reports for the original IEP.
Process
The only thing editable under the Progress Report section of the IEP is the baseline data, teacher name, and date. Once the IEP is submitted, progress report details can be added for that IEP by going to the Progress Report Details tab. This is by design: the IEP has to be in effect before any progress can be made toward the goal. You can select the current IEP under Progress Report Details and add progress report details for that goal.
