The Jurisdiction section allows a school to claim jurisdiction for student, which then enables that school to begin Services.
This section also allows a school to end jurisdiction, so that another school can claim it.
When changing jurisdictions, Jurisdiction can only be closed and claimed by another LEA after Services have been closed by the current jurisdiction.
To be clear: Services must be closed first -- only then can Jurisdiction be closed and transferred or claimed by another jurisdiction/LEA.
A jurisdiction cannot be claimed if there is an open draft, an evaluation in progress, or open services.

The summary table shows the following columns:

This field will only be populated if an ID was entered manually in the Jurisdiction View/Edit page.

This column is automatically populated based on the status of Services.

To create a new jurisdiction, click the "+" button at the top of the table.
The button will not exist, and a jurisdiction cannot be claimed, if there is an open draft, an evaluation in progress, or open services.
Alternately, if editing an existing jurisdiction, click the View/Edit pencil icon.
This will navigate to the Jurisdiction View/Edit page.

This page shows the corresponding editable fields from the summary table:
LEA
LEA = Local Education Agency.
Begin Date
This is the enrollment date for the student.
Enter a date manually in mm/dd/yyyy format, or by using the calendar icon.
End Date
This is the exit date for the student.
Enter a date manually in mm/dd/yyyy format, or by using the calendar icon.
Filling in this date and clicking the Save button will automatically close jurisdiction.
When a new LEA claims jurisdiction, eSER will automatically enter an end date for the prior LEA.
Local Student ID
This is an optional field for user reference.
Location
Location refers to the individual school site within an LEA.
The options within the Location dropdown will vary depending on what LEA was chosen in the LEA dropdown.
Click the Save button to commit the changes and return to the Jurisdiction Summary page.
A jurisdiction can be added by clicking the green "+" button.
This button will not exist if there is an open draft, an evaluation in progress, or open services.
This will produce the Jurisdiction View/Edit popup.
The LEA and Location can be chosen from the dropdowns.
Begin Date and Location must be chosen. Everything else is optional. Once the popup is saved with items selected, the date will automatically populate into the Service section when you create a new service for that jurisdiction.
The dates can be manually entered in dd/mm/yyyy format, or the calendar icon can be used, which will offer this popup:

Changing locations
When changing sites of jurisdiction, if you only want to change the Location (school) of a Student’s Jurisdiction when the LEA already has Jurisdiction, they only need to change the Location (school). Please do not delete the existing jurisdiction as this will cause you to have to close the Services you already created for their Jurisdiction and re-add them for the “new” Jurisdiction.
Future dates
eSER does not allow future jurisdiction dates. For students moving from elementary to middle or middle to high, you may use a summer date to start the new jurisdiction. While we recommend this occur once ESYS services are complete, you can start this change as you need to.
Closing Service date
If a previous LEA has left Services open and this is conflicting with a jurisdiction change, these Services can be closed by having that LEA remove the end date, then close all open Services, then reenter the end date.
