How to make an employer visible for the LC?

When employers register, they are not assigned to any LC. When the Exchange Administrator or National Secretary verifies the employer, they can assign an LC to the employer.
After that the employer will be visible to the LC Administrators and they can handle any offers created by the employer.
Later on, the LC of the employer can still be updated in the employer's profile.
