What higher-level cognitive skill is a student engaged in for this learning? Once you have identified what the standard is asking students to do, choose a “power verb” in order to match that thinking skill, as shown in Bloom’s Taxonomy or Webb's Depth of Knowledge. This strategy is a deeper dive into Step 2 of Writinig a Content Goal.
During introductory lessons you may simply want students to identify basic concepts and in following lessons you will want students to apply and evaluate the concepts.
Choose a verb that shows the thinking students will actually *do* (categorize, evaluate, build...) with the concepts and skills.

Ask yourself, "Which thinking skills best match what your students will be doing? Then check the standard and Academic Language Functions.
For example, in my 6th grade social studies class, we are learning to “Interpret, apply, and communicate geographic data to justify potential solutions to problems in the Western Hemisphere at the local, state, national, and global levels”. I find the Academic Language Function of “Justifying and Persuading” on page 11 of the Academic Language Toolkit. Bingo! I want to include justify as my power verb since it is in both the standards and the toolkit.
