Disclaimer
I am a casual using hacks and amateur knowledge to translate.
There's at least one line here I'm not 100% sure on. If it sounds weird / doesn't flow, that's on me. Sorry!
Please refer to Hetascanlation's work (when they get there) as the definitive translation.
Translation Notes
General:
Fonts change depending on who is speaking and what tone or volume they're using. It looks eclectic and random, but I tried to replicate this with similar font choices.
Page 1:
• The banner under Germany says "the leader of District 49."
Page 2:
• The Spanish in the bottom-right corner says "life is a garden, and I am its gardener."
Page 3:
• France uses a condescending "you" (貴方 anata) here. Traditionally, it was polite in reference to someone of lower status, but nowadays it's often regarded as distant or rude. So he is laying his disdain on thick... (In comparison, America and Russia use "kimi" (君), which is much more familiar/friendly and used with people of similar or same status.)
• England refers to Prussia as a "record/document demon/crazed person" (記録魔 kiroku-ma), which I guess implies that Prussia runs a tight ship!
Page 7:
• The line above Scotland is Scots for "go away and boil your head" or, basically, "fuck off."
Page 9:
• Wales refers to a predecessor here, but the text doesn't clarify if it's his, England's, or anyone else's. The sentence doesn't quite make sense if he's upset about the Wales predecessor not treating him as an equal, which makes it more likely to be England's predecessor (doubly so if England is the "youngest" brother (he's not)), but I didn't want to make any assumptions. The Velvet Thorn Brotherhood is treated as a single entity more or less so I just went with "our" collective predecessor...
• Also reminder that Wales' nickname for England, "Lo-kun," is just a cut-off "Lord."

• Despite the joke here, which replicates this meme of a man being held down and forced to watch pineapple being added to a pizza, Italians don't actually universally hate the topping. They're split just like the rest of us - those who don't like messing with the classics, and those who don't care or think it's just fine. But it is funny to think this meme debate spread far enough for Hima to find it. Are you a Redditor, Hima...?
• This is not the first time Hima has directly copied western memes. See HWS Chapter 405 Twitter omake.
