The Empire reels from the fall of the Mantis Clan, and with it, the final Seal. Backed by a fully empowered Shadowlands army, Kanpeki sets his sights on bringing Rokugan to its knees.

Partisans wages a desperate guerilla war to slow Kanpeki's advance towards Toshi Ranbo. Akodo Dairuko struggles to assemble a coalition to stop him while conflicts erupt between some of the Great Clans. In the south, the Crab are besieged by the Jigoku-empowered Shadowlands, and fight for their very survival. 

Kanpeki makes risky gambits to destroy the besieged Crab Clan in the south and the ill-prepared Second City in the Colonies. Dairuko decides to make her valiant last stand in Shamate Pass against Kanpeki, even though betrayed by those that swear to stand with her. Nitoshi seeks to bring his own plans to fruition. 

Old leaders fall and new ones rise as Bayushi Nitoshi makes his play to thwart Kanpeki's advance. The fate of the Iweko Dynasty is sealed.  However, even as one conflict ends, battle lines in the Shattered Empire are already being drawn by both the dutiful and the ambitious.

Gusai Ichido, named by the Hantei Emperor as the legitimate successor to the rulership of the Mantis Clan, makes his first move to consolidate his claim. Yoritomo Minoko, an ally of Akodo Kano, seeks to stop him at all costs. But a third party, the "Young Thunder" of the Colonies, Yoritomo Seiki, has ambitions of his own.

This set chronicles the first few years of life after the fall of the Iweko Dynasty and the Hantei Restoration from the perspective of the Colonies. A fragile peace has settled far from war-torn Empire, while the Imperial Governor, Otomo Suikihime, makes her own plans for the future of Rokugan and its people.

This expansion touches on events in the war-torn Emerald Empire during the time of Chaos Reigns, Part I. The Hantei moves to consolidate his position and seek alliances, while distancing himself from the darker elements that aided his ascent to power. Kano and his allies fortify their positions  and make plans of their own.

This set brings the focus back squarely on the Emerald Empire following the events of CRI and GoT. This time the focus turns to Akodo Kano, as he attempts to hold together a fragile coalition of allies to oppose the reign of the so-called "Hantei Emperor", who is steadily building his own base of supporters.
