    • Instead the individual citizen is understood to have the power in society. The individual mind ultimately makes final decisions to obey or disobey law & rules.
    • Anyone can go rogue at any moment in time and cause great harm and damage to the world. There's always negative possibility to decide to choose.
    • The individual, every day on an hour-by-hour and even minute-by-minute basis, makes very important personal decisions to be loving and helpful to other or to be selfish in the moment. And everyone MUST create a balance between the two. No one can be unselfish all the time. The best the TAP world can hope for is that everyone work toward a balance.
    • Co-TAPs are simply a group of individual minds co-creating a single group mind. And this group mind is simply the perfect combination of the individual minds. So the Co-TAP is no smarter or wiser than the sum of its members.

The game being played is about sharing and trying to get attention, as quickly as possible, with what is shared. This, so one can influence as many other minds as possible with positive world improvement creativity and possibility. So the worst type of punishment that can be handed down to a law and rules breaker - is to deny this mind this creative exposure opportunity.
    • The punishment can be administered two main ways:
      • 1) From the model enacting virtual realm systems limitations;
      • 2) From the people of the world avoiding the communication of the wrongdoers creativity sharing attempts.
    • There is also some physical-restraint type punishment, but this is the last-resort type of punishment used in the cases where individual minds are so disabled that they would physically harm others or self.

But ALL groups ultimately have a single Adul voice that co-creates Law & Rules for the whole world as one group of equals.     • Sub-group laws & rules can be different but do not override the Adul Law & Rules. If ever any group appears to be do more harm than good to the world then almost any other group can raise the concern to the whole world. And if the case is accepted then the whole whole will decide together on the concern of action in the world.
    • In the TAP world laws and rules, belief and action are two separated things. Anyone or any group can believe in anything they think best. Thinking and believing do NOT full under the domain of law & rules. E.g. in today's world there's city, county, state, region and country - and each can have different laws and rules.
    • On the non-physical side, the TAP world structure makes very clear what group exists within all other groups. There's very clear-cut structuring. But on the physical side there can be great confusion on exactly where someone was in time and space when the law or rule was allegedly broken. E.g take the case of littering out the window of a fast moving transportation vehicle on the border between two distinguished regional groups.
    • Where uncertainty exists first look to the law & rules of the larger unambiguous of the two physical regional groups. Chances are in the TAP world that agreement exists at all group levels that intentional littering is probidden. This approach can be taken all the way up to global law and rules to establish the physical jurisdiction law & rules.
    • Our present world does not have firm and agreed upon global law & rules, but the TAP world does. And the global laws and rules have been referenced in created all sub-groupings by region.     • Law and rules can change at any moment some big world event happens. Guns might be legal one day and illegal the next - in a particular region or across the whole globe. Because of this when illegal they are not necessarily destroyed. Instead the guns might just be locked away for temporary non-use.
    • In reality what often happens with guns is - they are legal to possess and use in certain places and illegal to possess and use in other places. E.g. no guns in sports arenas, but guns are allowed in hunting reserve areas.
    • So the global law and rules cannot ban guns everywhere in the world - if they are to be legal in certain places. And this would be clearly stated in the global law & rules. But this is NOT to say that one day the global law does ban gun usage everywhere in the world. It all depends on who exists and what the reality of the world is at that particular time.
