ECONOMIC INCENTIVE ACT of 2026

This Act establishes incentives to be granted to those establishing stores and other small businesses within the EmoKingodm03_ Empire in order to encourage economic propserity and continued commerce within the Empire.
Definitions
New Business: A store or other business created, established, or opened following the enacting of this act.
Existing Business: A store or other business created, established, or opened prior to the enacting of this act.
Owner: The person(s) who own, operate, or otherwise run or manage a store or other business.
ARTICLE TWO
Startup Incentives
Section One: The owners of new businesses shall be granted the sum of 20 Emrialds at the whim of the Royal Council.
Section Two: The profits of said businesses shall then be doubled by the empire for no longer than one (1) month following the original startup payment as defined in Section One.
Section Three: The Emprie must make such payments as described in Sections One & Two only when deemed necessary by the Royal Council, The Minister of the Treasury, or an act of Parliament. Those authorities shall assign funds to those businesses deserving of startup assistance which are located within and run by a citizen of the EmoKingdom03_ Empire.
Section Four: Funds shall be taken from the Imperial Treasury. In times when the Imperial Treasury is not able to make such payments, the Royal Council may instead use funds from the Royal Treasury to make up any differences or payments not fufilled by the Imperial Treasury or Minister of the Treasury, though the Royal Council shall not be expressely required to do so.
ARTICLE THREE
Prohibition of Loopholes
Section One: The Empire reserves the right to withhold both the original 20 Emriald sum and the subsequent doubling of profits should the other of a business attempt to claim a payment under false pretenses, such as an attempt to purchase items from their own stores in order to claim double profits from the empire. This shall include any such actions which may be, in any way, an attempt to gain unfair funds or other assistance from the Empire.
Section Two: The Divine Court & Ministry of Justice may decide and order any additional punishments as deemed necessary to be carried out on those offenders who violate the afforementioned rules stated in Section One.
THIS ACT HAS BEEN DEBATED UPON BY THE HOUSE OF PARLIAMENT AND PASSED A MAJORITY VOTE.
THIS ACT HAS BEEN GRANTED ROYAL ASSENT BY THE ROYAL COUNCIL AND HAS BEEN OFFICIALLY DECLARED A LAW AS OF MARCH 19TH, 2025.
