THE TERRITORIES ACT of 2025

Enacted & Granted Royal Assent by way of the signatures of
Her Most Excellent Imperial Majesty Queen EmoGirl XXXVI,
His most Excellent Majesty, King Cubby I,
& His Royal Highness The Lt. King M. Sauvage.
Whereas it is necessary to establish a comprehensive framework for the governance of territories within EmoKingdom03_, the following act is hereby enacted to define the powers and limitations of viceroys.
Appointment and Removal
Section One: Viceroys must be appointed by the Kingdom's Royal Council, and can be removed at any time by the Kingdom.
Section Two: The appointment of viceroys shall be based on their ability to govern the territory effectively and in alignment with the kingdom's values and principles.
ARTICLE TWO
Power of Viceroys
Section One: Viceroys shall have the authority to change the flag of their territory, symbolizing their governance. The flag must reflect the kingdom in some way, by using Red and Orange in the design.
Section Two: Viceroys are responsible for the administration and management of their territory, ensuring the well-being and prosperity of its inhabitants.
Section Three: Viceroys have the power to enact laws and regulations for their territory, provided they are in accordance with the kingdom's overarching legal framework. The Kingdom reserves the right to remove, veto, and change any territorial laws and/or regulations.
ARTICLE THREE
Limitations of Viceroys
Section One: Viceroys are forbidden from declaring war on any entity, territory, colony, nation, kingdom, or any other power, person, or land.
Section Two: Viceroys do not have the authority to raise or maintain a territorial military force.
Section Three: Viceroys are strictly prohibited from inciting or participating in any form of rebellion against the kingdom.
Section Four: Viceroys will not receive assistance from the kingdom, except for military support when necessary.
ARTICLE FOUR
Governance Principles
Section One: The role of the viceroy is designed to ensure that territories are governed and run in accordance with the kingdom's policies.
Section Two: Viceroys must govern in a manner that upholds the values and principles of the kingdom, ensuring justice, prosperity, and harmony within their territory.
ARTICLE FIVE
Enforcement and Compliance
Section One: The kingdom shall have the authority to enforce compliance with this act and take necessary actions against any violations.
Section Two: Any actions taken by viceroys that do not align with the interests of the kingdom will be met with swift and decisive retaliation, including the declaration of war if deemed necessary.
THIS ACT HAS BEEN DEBATED UPON BY THE HOUSE OF PARLIAMENT AND PASSED A MAJORITY VOTE.
THIS ACT HAS BEEN GRANTED ROYAL ASSENT BY THE ROYAL COUNCIL AND HAS BEEN OFFICIALLY DECLARED A LAW AS OF FEBRUARY 16TH, 2025.
