Vehicle Services Portal - Record Searches for Tow Carrier and Law Enforcement

The Vehicle Services Portal (VSP) enables Tow Carriers and Law Enforcement Agencies to submit and receive in state and national record search requests electronically. National record search requests are only available upon receipt of a “No Colorado Record Found” result. Tow Carriers and Law Enforcement Agencies are not required to use the VSP to perform searches.

Registration

Entity registration with the Vehicle Record Search Portal (VRS) replaced the need to submit a paper registration for the abandoned vehicle program. Each entity must register online and submit an End User License Agreement (EULA) to the department at DOR_VehiclePortal@state.co.us. The EULA serves two purposes:

  1. Outlines the terms and conditions which allows to access DMV systems.

  2. Designates the primary administrator (primary point of contact) for each entity, who will be able to grant access to other representatives. If the registrant is the only user, then by default they are the administrator.

Public Utility Commission Tow Carrier Validation

DRIVES receives a nightly file from the Public Utilities Commission (PUC) verifying the active status of Tow Carriers, Taxi, and Limo companies licenses. If the file contains an inactive indicator for a tow company, county users will not be able to transact on the company’s records.

Vehicle Services Portal - Rental Company Electronic Reporting

Rental companies have the option to submit their monthly rental reports to the counties electronically. To obtain access, the company must contact the Vehicle Services Portal.

To view the rental company report, counties should select the County Office Manager and then the View my county office hyperlink. This action will take the user to their county’s account. From here select the Reports Action Button. From this list of reports, select the County 2% Rental Reporting hyperlink.

Vehicle Services Portal - Dealer Access

Dealers MUST print temporary registration permits electronically once they have registered with the Vehicle Services Portal. To register each dealer must register online and submit an End User License Agreement (EULA) to the department. The EULA serves two purposes:

If the file contains an inactive indicator for a Tow Carrier, county users will not be able to transact on the company’s records. If there is ever a question, contact the Vehicle Portal for assistance.

Vehicle Services Portal - Fleet

The Vehicle Services Section adds and updates all fleets within the DRIVES system via the VSP. Each entity should not have more than one fleet and must submit a completed DR 2194 Fleet Owners Request for Common Registration Expiration Date (standard fleet with green and white plates) or DR 2428 Fleet Owner Request for Participation in the Colorado Fleet Registration Program (CFRP with red and white plates).
