The DRIVES County Governance Committee (DCGC) consists of eight members appointed by the Executive Director of the Colorado Department of Revenue (CDOR) and one member appointed by the Executive Director of the Governor’s Office of Information Technology pursuant to Colorado Revised Statute (CRS) 42-1-211 (4)(a). Members appointed consist of:
Two authorized agents from a category I or category II county as established in Section 30-2-102(1)(a) and (1)(b);
Two authorized agents from a category III or category IV county as established in Section 30-2-102(1)(c) and (1)(d);
Two authorized agents from a category V or category VI county as established in Section 30-2-102(1)(e) and (1)(f);
Two employees of the CDOR;
One employee of the Governor’s Office of Information Technology who is familiar with the division of motor vehicle systems and processes.
When a vacancy occurs, notification is provided to the respective agencies of the available seat along with a request for nominations. The Executive Director appoints an individual from the nomination list.
The authorities of the DCGC are specified in Part 2 of Article 1 of Title 42. CRS 42-1-211(4)(d) authorizes the committee to:
Approve the annual operating budget proposal for the appropriations for the following categories of Colorado DRIVES:
Personal Services
Operating Expenses
County Office Asset Maintenance, and;
County Office Improvements.
Fix the time and place where meetings are held, and;
Establish subcommittees and working groups to report to the committee.
Additionally, the Committee or Sub-Committee delegates are responsible for the approval of all motor vehicle services related programming changes made to the Colorado DRIVES system.
All decisions require the approval of the majority of Committee members. Any act of the Committee is void unless a majority of the appointed members voted in favor of the act, pursuant to CRS 42-1-211 (4)(c).
Sub-Committees and Working Groups, when established under the authority of the DCGC, are responsible for completing specific tasks. Sub-groups created temporarily under the authority of the DCGC working on issues will need to comply with reporting requirements created by the Committee.
Requirement, Clarification & Improvement Sub-Committee members consist of ten representatives nominated by the DCGC members and approved by the Committee.

The authorities of a Sub-Committee are specified by the DCGC which authorizes the Sub-Committee to:
Determine if any suggestions and/or decisions meet the needs of all counties.
Review C.R.S., rules and procedures to identify requirements for systems letters, forms, and correspondence.
Review, approve and prioritize programming enhancements or corrections to Colorado DRIVES. The Committee shall assess the need, statutory, regulatory and technological compliance, cost of the enhancement, effectiveness, and efficiencies would be realized for the Department, County, and/or citizens. Impacts to partner and peer agencies shall also be considered before a favorable recommendation is entertained.
Review programming requirements to Colorado DRIVES due to legislation.
Coordinate and collaborate with the Department, County and vendor program testing efforts.
Review, approve and make recommendations to the Governance Committee related to equipment requests and other business processes as requested.
