Foreign Vehicle Ownership Transfer

Individual to Individual (USED)

  • Foreign title or current registration.

  • Original signed bill of sale (must identify vehicle by year, make, and vehicle identification number) from owner to buyer. Owner on foreign document must show a foreign address. If an American address is shown on the foreign document, current owner must establish title in their name before transferring ownership. Bill of sale must be notarized or signed under penalty of perjury.

  • Secure and Verifiable ID will be required (See Secure and Verifiable ID).

  • DR 2698 Verification of Vehicle Identification Number.

  • A certified weight slip may be required, when the weight is not disclosed on the ownership documents: kilograms (X) 2.21 = pounds.

  • Odometer disclosure must be on a secure odometer disclosure form.

  • Any one of the following U.S. Customs and Border Protection entry forms is acceptable as proof of customs entry (copy acceptable):

    • CBP 7523 — Entry and Manifest of Merchandise Free of Duty

    • CBP 3299 — Declaration for Free Entry of Unaccompanied Articles

    • CBP 3311 — Declaration for Free Entry of Returned American Products

    • CBP 7501 — Entry Summary (Does not require a Customs Inspector’s signature)

    • CBP 3461 — Entry/Immediate Delivery

  • HS-7 Declaration and supporting documents if vehicle is non- conforming.

  • All documents written in a language besides English require translation, anyone with the knowledge of a particular language can write a translation. All translations must be signed and notarized or signed under penalty of perjury.

  • Documentation of purchase price — Conversion rate of exchange can be verified by any bank.

Foreign Dealer to Individual or Colorado Dealer (NEW or USED)

  • Document equivalent to MSO, foreign title or registration.

  • Original bill of sale from dealer on their letterhead. Bill of sale must include seller’s original signature, year, make, VIN number and signed under penalty of perjury or notarized.

  • Secure and Verifiable ID will be required (see Secure and Verifiable ID).

  • DR 2698 Verification of Vehicle Identification Number.

  • A certified weight slip may be required, when the weight is not disclosed on the ownership documents: kilograms X 2.21 = pounds.

  • Odometer disclosure – must be on a secure odometer disclosure form.

Foreign Imports Titling Procedure

Conforming Vehicles

When processing transactions for conforming vehicles, submit the following completed documents:

  • DOT Declaration (HS-7)

  • Foreign title or registration

  • Any one of the following U.S. Customs and Border Protection entry forms is acceptable as proof of customs entry (copy acceptable):

    • CBP 7523 — Entry and Manifest of Merchandise Free of Duty

    • CBP 3299 — Declaration for Free Entry of Unaccompanied Articles

    • CBP 3311 — Declaration for Free Entry of Returned American Products

    • CBP 7501 — Entry Summary (does not require a Customs Inspector’s signature)

    • CBP 3461 — Entry/Immediate Delivery Secure and Verifiable ID will be required

  • DR 2698 Verification of Vehicle Identification Number.

Nonconforming Vehicles

When processing transactions for non-conforming vehicles, submit the following completed documents:

  • Bond Release Letter form DOT/NHTSA (proof of conformity)

  • DOT Declaration (HS-7)

  • Foreign title or registration

  • Any one of the following U.S. Customs and Border Protection entry forms is acceptable as proof of customs entry (copy acceptable):

    • CBP 7523 — Entry and Manifest of Merchandise Free of Duty

    • CBP 3299 — Declaration for Free Entry of Unaccompanied Articles

    • CBP 3311 — Declaration for Free Entry of Returned American Products

    • CBP 7501 — Entry Summary (Does not require a Customs Inspector’s signature)

    • CBP 3461 — Entry/Immediate Delivery Secure and Verifiable ID will be required

Federal importation laws require a 30-day hold period for nonconforming vehicles.

If the 30 days have passed, and the National Highway Safety Administration (NHTSA) has not provided the importer with a Bond Release Letter, the law allows the importer to title the vehicle without a Bond Release Letter, as long as all of the required forms listed below have been submitted.

Nonconforming Vehicles without a Bond Release Letter

When processing transactions for nonconforming vehicles without a Bond Release Letter, submit the following completed documents

  • Statement of conformity from NHTSA

  • Statement of Fact (SOF) from the importer (see wording below)

  • DOT Declaration (HS-7)

  • Any one of the following U.S. Customs and Border Protection entry forms is acceptable as proof of customs entry (copy acceptable):

    • CBP 7523 — Entry and Manifest of Merchandise Free of Duty

    • CBP 3299 — Declaration for Free Entry of Unaccompanied Articles

    • CBP 3311 — Declaration for Free Entry of Returned American Products

    • CBP 7501 — Entry Summary (Does not require a Customs Inspector’s signature)

    • CBP 3461 — Entry/Immediate Delivery Secure and Verifiable ID will be required

Importers must sign a SOF stating the following, “All appropriate entry and conformity documents, including photos, were properly completed, signed, dated, and submitted to NHTSA for approval on______ (date.)”

Agents, subagents, dealers or notaries may witness (certify or notarize) the importer’s signature. Dealers may not sign in place of the importer.


Note: If the odometer reading is in kilometers it must be converted to miles. Use the following formula: Kilometers (X) .621371 (=) miles.

Note: Customs and Border Protection (CBP) entry forms are not required on Courtesy Delivery vehicles.

Courtesy Delivery

Courtesy Delivery is a service that dealers perform for the delivery of newly manufactured fleet vehicles and vehicles purchased by an individual, directly from an Out-of-Country manufacturer.

Fleet Vehicles

  • The MSO will list the distributing dealer and the fleet company in the distributing dealer assignment.

  • Odometer disclosure must be completed on the MSO or a secure odometer disclosure form (See Odometer).

Note: If the odometer reading is in kilometers it must be converted to miles. Use the following formula: Kilometers (X) .621371 (=) miles.

Out-of-Country Direct Purchase

  • Customer buys directly from an Out of Country manufacturer; the contract must be signed in that country.

  • The MSO will have the customer’s name listed in the distributing dealer assignment.

  • Out of Country purchases require a completed DR 2698 VIN Verification form.

  • Odometer disclosure must be disclosed on a secure form.

  • The United States dealership will take delivery of the vehicle and the customer will pick up the vehicle from the dealership.

  • The dealership does not complete a DR 2407 Dealer’s Bill of Sale, nor do they collect sales tax

Title Application from Foreign Title/Registration Already in Owner's Name

Foreign title or current registration:

  • DOT Declaration (HS-7)

  • This form is not required for military personnel titling their vehicles upon returning to Colorado from a foreign country.

  • Secure and Verifiable ID will be required (See Secure and Verifiable ID).

  • DR 2698 Verification of Vehicle Identification Number.

  • A certified weight slip may be required, when the weight is not disclosed on the ownership documents: kilograms (x) 2.21 (=) pounds.

  • Odometer disclosure – Odometer disclosed on secure form. Owner must sign to begin odometer tracking.

Canadian New and Used Vehicle Purchases

Canadian MSOs

Different countries receive different MSOs from the manufacturer of a new vehicle depending upon the specific requirements for that country. On the following page is a copy from the Polk’s Foreign Vehicle Registration Manual that shows as a Canadian MSO.

Upon exportation of a new vehicle from Canada, the following is required:

  • DOT Declaration (HS-7).

  • N.V.I.S. (New Vehicle Information Statement — Canadian MSO).

  • Original signed bill of sale from dealership to purchaser. Must be notarized or signed under penalty of perjury.

  • DR 2698 Verification of Vehicle Identification Number.

  • A certified weight slip may be required, when the weight is not disclosed on the ownership documents: kilograms (x) 2.21 (=) pounds.

  • Odometer disclosure must be on a secure odometer disclosure form.

Canadian Used Vehicle Sale

Canada’s proof of ownership is a current registration only, not a title. Liens are not indicated.

Sample: Canadian MSO, NVIS the following is required:

  • Current Canadian registration (Canadian registration expire immediately upon transfer of ownership)

  • Original signed bill of sale from owner to buyer. (Owner on foreign document must show a foreign address. If an American address is shown on the foreign document, the current owner must establish title in their name before transferring ownership.) Bill of sale must be notarized or signed under penalty of perjury.

  • Secure and Verifiable Identification is required to issue a new title, duplicate title, new registration, new temporary registration, and new placards (see Secure and Verifiable ID).

  • DR 2698 Verification of Vehicle Identification Number.

  • A certified weight slip may be required, when the weight is not disclosed on the ownership documents: kilograms (x) 2.21 (=) pounds.

Current Canadian Registration Already in Owner’s Name

Canada will accept a current registration from an American state for registration. A person could have a negotiable Canadian registration and a United States title.

  • Secure and Verifiable Identification is required to issue a new title, duplicate title, new registration, new temporary registration, and new placards (see Secure and Verifiable ID).

  • Current Canadian Registration

  • DR 2698 Verification of Vehicle Identification Number

  • A certified weight slip may be required, when the weight is not disclosed on the ownership documents: kilograms (x) 2.21 (=) pounds.

  • Odometer disclosure – Odometer disclosure must be made on the DR 2173 Motor Vehicle Bill of Sale. Owner signs as buyer to begin odometer tracking.

  • DOT Declaration (HS-7)

  • Any one of the following U.S. Customs and Border Protection entry forms is acceptable as proof of customs entry: (copy acceptable)

    • CBP 7523 — Entry and Manifest of Merchandise Free of Duty

  • DR 2444 – Statement of Fact that there is no title or liens in existence. If the statement indicates there is a title in existence, owner must surrender title or copy if held by a lienholder. If statement indicates that there is a lien that information must be indicated on the new Colorado title.
