Rule 40. Low Power Scooter


Low-powered scooter decal

Issued to:

A self-propelled vehicle designed primarily for use on the roadways with not more than three wheels in contact with the ground, no manual clutch and either of the following:

  • A cylinder capacity not exceeding fifty cubic centimeters if powered by internal combustion; or

  • A wattage not exceeding 4,476 if powered by electricity. Shall not include a toy vehicle, a bicycle, electric assisted bicycle, wheelchair, or any device designed to assist mobility impaired people who use pedestrian rights-of-way.

Requirements:

DR 2701 Low-Power Scooter Registration Application

  • Manufacturer’s Statement of Origin – MSO; or

  • Bill of Sale; or

  • An affidavit stating legal ownership and date of purchase signed under penalty of perjury or notarized; and

  • A valid driver license is required to operate Low-Power Scooters. C.R.S. 42-2-103

  • A valid insurance policy is required. C.R.S. 42-3-105

  • Appropriate registration fee.

DR 2579 Low-Power Scooter Registration Agent Temporary Registration, agent must verify

  • A valid driver license is required to operate Low-Power Scooters. C.R.S. 42-2-103.

  • A valid insurance policy is required. C.R.S. 42-3-105

  • Appropriate registration fee.

Misc. Info:

  • Affix the decal to the Low-Power Scooter frame that supports the seat.

  • No plate may be attached to the vehicle.

Low-Power Scooter forms and their intended use:

  • DR 2701 Low-Power Scooter Registration Application

  • Used by consumer applying directly to the Department.

  • DR 2579 Low-Power Scooter Agent Temporary Registration

  • Used by Low-Power Scooter agents, who purchase decals from the Department and sell directly to the consumer. The application is also used by the consumer as a temporary registration.

  • DR 2228 Low-Power Scooter Registration Agent Application

  • Used by applicant, when applying to be a Low-Power Scooter Agent.

  • DR 2183 Low-Power Scooter Monthly Report and Request for Decals/Forms

  • Used by Low-Power Scooter agent, to track the number of decals sold per month and decal serial numbers, and to purchasing additional decals.

Low-Power Scooter Registration Agent Eligibility:

  • A valid Colorado motor vehicle dealers license, used motor vehicle dealers license or power sport dealers license is required.

  • Upon application and approval, any licensed Colorado motor vehicle dealer, used motor vehicle dealer, or power sport dealer who engages in the selling of low-power scooters may act as a registration agent for the Department for the purpose of temporarily registering low-power scooters.
