A-C
Alabama
AL Title #: 8-digit number as shown in the "Title No." field at the upper left of the document.
Alaska
AK Title #: 7-digit control number on upper left, bottom right or the bar code number. Title Number and Control Number are one and the same on an Alaska title and all should match.
AK does not bring brands forward from previous titles.
For Rebuild from Salvage title Alaska has a Reconstructed Brand and REC in the MODEL section on the registration or REC on the face of the title.
Arizona
AZ Title #:13-digit title number on the left side of the title since 1987. Up to 1987, the title number was 6 or 7-digits. The "Issue Date" listed on the same line as "Title Number" should be used. The issue date on the second line is for the previous title.
If an AZ title has Non-Transferable on the title that means there is a Lien on the vehicle and it can not be sold or titled until the Lien is satisfied. It can only be registered.
AZ issue dates are normally supposed to match perfectly. However, if there is a lien on the title there is an allowed discrepancy of up to two days. If there is a discrepancy, please check to see if there is a lien on the vehicle. AZ will need to be contacted to correct this issue date.
AZ has a dismantled brand. If it was followed by the rebuilt from salvage brand in NMVTIS then it behaves as a salvage brand. If there is no brand following it in NMVTIS it behaves like a parts only brand. Drives only knows how to interpret it as parts only, automatically giving it a hard stop.
Arizona no longer requires notarization on titles per September 24th, 2022 Chapter 66 passed legislation (Chapter 0066-551R).
Arkansas
AR Title #: Located in the top section of the title. Prior to 1983, title numbers were 7-digits. 1983 to September 30, 2013, title numbers were 11-digits. As of 9/30/2013, title numbers are 13-digits.
Two recent revisions of the Arkansas Certificate of Title are displayed.
California
California Vehicle Transfer and Reassignment Form
The Colorado Division of Motor Vehicles recently revisited a 2016 decision (BL 16-02) that disallowed the use and acceptance of California Vehicle/Vessel Transfer and Reassignment Form REG 262 in disclosing odometer for title assignment.
After discussions with the California DMV’s policy team, we received updated information about how the California Vehicle/Vessel Transfer and Reassignment Form REG 262 is currently used. The REG 262 form performs many functions in the transfer of ownership of a vehicle in California. One of its primary functions is for acknowledging odometer disclosures. California updated REG 262 to be a secure form with a watermark and other security features.
Based on the information from the California DMV, the Colorado DMV has determined that we will accept the REG 262 for reassignments, odometer disclosures and POA (power of attorney).
The following is clarification of the California title process and new acceptance of the REG 262:
On the front of a California title, the Signature of the Registered Owner(s) needs to be executed and dated.
On the front of the title, the registered owner(s) and the buyer need to acknowledge the odometer and sign and print their name(s) or agent’s full name along with a company name if the vehicle is registered under a Company name and ensure that it is properly dated.
On the top of the back of the Title - Application for Transfer by New Owner - this is where the final buyer information will go, regardless if they are a California resident or not, since the title has no other spot for buyer information.
The bottom of the back of the California title states that it is for title reassignments by licensed California dealers only. However, if the vehicle is sold to an out-of-state dealer (i.e. a Colorado dealer), the reassignment area can still be used in Colorado. The DR 2407 will also be allowed for additional assignments to include when the back of the California title is full.
A Colorado dealer can use the DR 2407 to transfer ownership to a private citizen.
The REG 262 will be accepted for reassignments, odometer disclosures and POA.
This procedure is effective immediately. Any vehicles with a date of sale prior to this memo may be processed as long as any documentation provided meets this process.

CA Title #: When entering a CA Title Number, use the 4-digit year, the 2-digit month, and the 2 -digit day shown in the “Issue Date” field (YYYYMMDD format). So for example if the issue date is 11/22/2017 the title # will be 20171122.
CA doesn’t report Body Type of MS to NMVTIS. This is a certain type of motorcycle.
CA does not report Body Type Model of RC to NMVTIS. This is an off road motorcycle. We do not add them unless they are made road worthy.
CA does not add Body type CR to NMVTIS. CR is a Tractor Trailer Truck.
It takes 2 to 4 weeks from the date of issue for CA to upload their titles to NMVTIS. We can email to confirm, but they will not add the title outside their usual batching process.
CA does not brand their title with REBUILT. Instead they put SALVAGED on the title.
Colorado
CO Title #: 9-digit title number as shown in the “Title Number” field at the upper right of the document. (Two numeric, 1 alpha, 6 numeric). Any CO title issued prior to January 1, 2003, was reported to NMVTIS with a title issue date of 1/1/2003. Enter issue date as it appears on the title.
CO Titles contain multiple dates. Use the “DATE ISSUED” which is the third date from the top of the title.
If all assignments are completed and the title indicates " no additional reassignments" the dealer must establish title in thier name.
Connecticut
CT Title #: 9-digit title number as shown on the “Title No.” filed at the upper left of document. Older titles may contain 8-digit numbers.
CT does not issue a title for vehicles with a model year 1981 or older.
For issue date discrepancies confirm with CT to see if the issue date needs to be corrected.
Please be advised that in accordance with Connecticut State Law Title 14, Sec. 14-166 regarding exempted vehicles; the acquisition of a certificate of title shall not be required for a motor vehicle older than 20 model years old. CT uses the License Plate Number, and Registration.
D-F
Delaware
DE Title #: Up to 8-digits shown in the “Title, Tag and Registration No” field on newer documents or the “Title No” field on older documents at the upper left of the document. Title number may include a prefix of PC, C, CL, MC, FT, or U. If this prefix is present it should be entered. DE titles contain an “EXPIRATION DATE", which should not be used.
Always adds a zero to their title numbers in NMVTIS between the letter and first number- this extra zero is not printed on the title. Sometimes multiple zeros are added to the beginning of the title number, which doesn’t print on the title. Please verify if the title number on the surrendered title and NMVTIS match . If they do, it is okay to submit.
District of Columbia (DC)
DC Title #: 8-digit title number as shown in the “Title Number” field in the upper left of the document. Older titles may be 7 numbers. In either case, the first digit is always alpha, and the remaining 6 or 7 digits are numeric. Most titles begin with a K or S. (S for Salvage).
DC does not report duplicate titles to NMVTIS. The issue date of a DC Title will always remain the same, but a notation in the middle of the printed document will indicate 'Original', 'Duplicate', etc.
Florida
FL Title #: 8 or 9 digit title number as shown in the “Title Number” field in the upper right of the document.
Odometer disclosure states that the 5 or 6 digit odometer now reads ______. This is referring to the what the odometer is capable of displaying, not how many digits is written in the blank. Mandatory field - must match, each assignment must match, if there are multiple assignments.
FL doesn't change title numbers but they change issue dates. Contact FL to see if this is the correct title.
“Salvage--stolen” Brand means junk.
When FL issues a Certificate of Destruction the vehicle must be dismantled and sold for parts or crushed/destroyed. Florida will not allow a vehicle that was issued a Certificate of Destruction the vehicle back on the roads of Florida
G-I
Georgia
GA Title #: 15-digit title number as shown in the “Current Title Number” field in the upper right of the document.
GA does not put the print or issue date in NMVTIS. They use the process date. The title date will always be a few days different than the NMVTIS issue date. Verify if the title number on the surrendered title and NMVTIS match. Make sure the issue dates are within 60 days of each other. If they are, it is ok to submit.
GA vehicles that were manufactured in 1985 or older are not required to get a title. The ownership document will be the registration and it will have a title number and say “non-title”.
Hawaii
HI Title #: Up to 8 digits. The “LICENSE NUMBER” printed in the upper right corner plus the last two digits of the year the title was issued. The License Number is generally 6 digits (but may be less).
HI title number is called TCI.
Idaho
ID Title #: Up to 10-digit title number as shown in the “Title Number” field in the upper left of the document. Often times the first character is an alpha.
They do not have an issue date, they use the print date instead.
Idaho prints an Odometer Reading Date.
Illinois
IL Title #: 11-digit title number as shown in the “Title No.” field at the upper right of the document. (Older Illinois titles may be less than 11-digits). IL prints a “PURCHASE DATE” on the face of the title. Do not use.
Exempts all odometers as soon as they are eligible (10 years)
This includes duplicates - even if the original had mileage, if the dupe is issued after the vehicle can be exempted, it will be.
Indiana
IN Title #: 11 or 14 numerical title number as shown on the “Title Number” field in the lower right of the document.
Indiana prints “FORMER TITLE/STATE” and “PURCHASE DATE” on the face of the title. Do not use.
Iowa
IA Title #: 9-digit-number as shown on the “Title No.” field at the upper left of the document. (2 numeric, 2 alpha, 5 numeric)
The words “Cumulative Damage” prints on all of their titles. If there is a price next to it, then it is indicating the amount of damage the vehicle has sustained up to this point.
IA does not add Semi-Trailers to NMVTIS.
K-M
Kansas
KS Title #: 8- or 9-digit title number as shown in the “Title No.” field at the upper left of the document. Kansas prints a “DATE OF APPLICATION” and “PURCHASE DATE” on the face of the title.
NMVTIS date needs to be the title printed.
The date printed on the title seems to vary from the NMVITIS date and the date on the title is the correct date to enter into DRIVES.
Kentucky
KY Title #:12-digit title number as shown on the “Title No.” field at the upper left of the document. The issue date is located within the first five digits of the title number. The first two digits identify the year, and characters three through five are the Julian date. For example, a Kentucky title number of 122581140045 indicates the title was issued in 2012 and on the 258th day of the year, which is September 14. In this example, the title issue date reported to NMVTIS is 09/14/2012.
The date that is in NMVTIS is actually the application date, not the issue date. Please verify that the clerk entered in the correct title number and that the issue date is correct. If they are close it is ok to submit.
Louisiana
LA Title #: 8-digit title number as shown in the “Title Number” field at the top of the document.
A title that has Permit To Sell on it means the vehicle was abandoned at a storage facility. It is a good title.
Please be advised that Louisiana has updated their notarization requirements, as seen in their revised Policy 2.00 from December 22, 2022.
Maine
ME Title #: 7 or 8-digit title number as shown in the “Title Number” box in the upper right.
ME does not title vehicles with a model year of 1994 and older. If the Clerk entered the title number and date correctly from the title and the vehicle is a 1994 or older, it is ok to submit.
ME will add registrations only to NMVTIS. The “title” number will look like a license plate number.
Maryland
MD Title #: 8-digit title number as shown in the “Title Number” field at the upper right of the document. Do not use the red control number, or “INSPECTION DATE” on the face of the title.
In the state of Maryland, a dealer is allowed 60 days from the process date to transmit their titling transaction. NMVTIS reflects the date the title work was transmitted. Verify if the title number on the surrendered title and NMVTIS match and make sure the issue dates are within 60 days of each other. If they are, it is ok to submit.
Massachusetts
MA Title #: 8-digit title number including alpha characters as shown in the “Title Number” field at the top left of the document. (Two alpha, followed by 6 numeric).
Non-negotiable title is the same as CO suspense title.
The use of the dealer reassignment is acceptable when a pay-off to a lienholder is completed. The document submitted would be acceptable in MA.
MA duplicate titles. In previous systems, MA duplicate titles were not reported to NMVTIS as the title number did not update. This has changed as of 11/11/2019.
Michigan
MI Title #: 11-digit title number includes a series of Alpha-Numeric numbers (3 numeric, 1 alpha, 7 numeric) located in the upper left. After the title number, there is a space followed by two more characters. The title # does not include the two additional characters at the end. In the above title sample, the title number should be entered as “603W0610011”.
If the title number starts with an 8 the issue date will be 1 - 3 days off. It is okay to submit.
Minnesota
MN Title #: 9-digits as shown in the “Title Number” field at the upper right of the document.
Pre 2009, the issue date will not match and will be off by a few days. Please verify if the title number on the surrendered title and NMVTIS match. If they do, it is ok to submit.
MN Statutes allow the issuance of an unbranded title once a motorcycle has passed a Salvage inspection.
MN has a dash in their title. Example - 00VVW7N-1
Mississippi
MS Title #: 9-digit title number as shown in the “Title Number” box at the top right of the document. When entering the Mississippi title number, do not include the hyphen or the numbers after the hyphen.
Missouri
MO Title #: 8- digits shown in the “Title Number” field at the upper right of the document. Usually these will be in the format of 2 alpha and 6 numeric, or 3 alpha and 5 numeric; however, a small number of 8 numeric title numbers exist. Older titles (pre-1970s) may be either 6 or 7 digits.
Do not use the “PURCHASE DATE” or “PREVIOUS STATE” information printed on the face of the title.
Montana
MT Title #: Documents issued prior to April 2009 are 7-digit title numbers (1 alpha followed by 6 numeric). Documents issued after April 2009 are 9-digit title number (2 alpha followed by 7 numeric) as shown in the “Title Nbr” field in the upper left. Do not use the control number listed at the bottom of the title, or the Vehicle Sale Date.
Odometer disclosure states that the 5 or 6 digit odometer now reads ______. This is referring to the what the odometer is capable of displaying, not how many digits is written in the blank. Mandatory field - must match if there are multiple assignments.
The front of the MT title should be assigned first by MT and CO dealers prior to use of the back of the title.
N-P
Nebraska
NE Title #: 11-digit number as shown in the “Title Number” field at the bottom right of the document. The issue date for a duplicate Nebraska title is printed under the Title Type header of "Original Duplicate."
Nevada
NV Title #: 11-digit title number as shown on the title in the upper right of the documents. Titles issued prior to October 2001 will have the title number in the upper left. Title numbers began with NV starting in 2006 (if present, be sure to include NV when entering the title number).
New Hampshire
NH Title #: Documents issued prior to December 6, 2004, will be 7-digits, and documents issued on/after December 6, 2004, will be 8-digits as shown in the “Title Number” field at the upper LEFT of the document. Two most recent revisions of the NH Certificate of Title are above. A revised title was issued starting July 2011 and this document is larger (8 ½ X 11), with the title number located at the upper RIGHT of the document. Vehicles with a model year of 1999 and prior are exempt from titling in New Hampshire.
NH adds registrations only to NMVTIS. They use the plate number in lieu of the title number. You will have to reach out to NH to see if this is the most current title.
New Jersey
NJ Title #: 13-digit number at the bottom right corner of the title. The title number is always reported to NMVTIS as a 17-digit number. For example: the bottom of a NJ title shows “NN20081851234”. The title number has 3 parts: a 2-letter agency identification (NN), Julian date (2008185), and sequence number (1234). Add 4 zeros at the beginning of the sequence of numbers. The title number should be NN200818500001234”. There may be 2 alpha characters followed by a space in front of the title #. If this appears on a New Jersey title, the first two alpha character and the space are NOT included as part of the title #. The title number is always the 13-digit number (be sure to include the zeros as described above).
When NJ prints a duplicate, they assign the duplicate a new title number. The duplicates actual issue date is added to NMVTIS. The originals issue date is what gets printed on the title. Check if the Clerk entered the title number correctly, entered the issue date printed on the title, and that the issue date matches the previous title issue date in NMVTIS.
New Mexico
NM Title #: 15-digits shown in the “Title Number” field at the upper right of the document.
New Mexico put a Salvage Rebuilt on a RED Salvage Title the branded NMVTIS Reconstructed.
New York
NY does not issue title numbers to NMVTIS because of state privacy laws. Their title #’s in NMVTIS are the date in this order: yearmonthday. So for example if the issue date is 11/22/2017 the title # will be 20171122. Please correct the title number accordingly.
In New York, where registration is proof of ownership, plate numbers appear in the title number field. Registration is proof of ownership for vehicles with a model year of 1972 or earlier. If the model year is 1972 or older, the vehicle’s plate number is the title number.
NY Salvage Certificates use Date of Certification, in the bottom right of the form, as issue date & title number.
NY does not add Motor homes to NMVTIS.
All records prior to 2014 have been destroyed
NY does not record these types of vehicles, H/WH to NMVTIS because they are 2-stage vehicles.
NY does not brand a vehicle Salvage if it is too old. Example: 2006 HYUN SD - a salvage vehicle that has come through the NYS salvage exam program in 2017; however, at the time it was too old to be branded.
NYS DMV regulations require the DMV to mark or 'brand' a title certificate if a vehicle is 8 model years old or newer and the owner indicated that the vehicle was destroyed or received damage of 75% or more of the retail value of the vehicle at the time the damage occurred
when an assignment has been completed on an MV or EMV put in the form number at verifiny.com/check to verify it is correct. If it is in there then you can use it as an assignment and an odometer disclosure. (See attachment). After a NY MV form has been assigned to a Co dealer, it is acceptable to reassign to a Colorado resident with a DR 2407.
North Carolina
NC Title #: 15-digit title number as shown in the “Title Number” field at the upper left of the document. If the title number starts with 57, this indicates the vehicle was only registered and not titled. This is not an acceptable ownership document.
NC does not put an ODO indicator on their titles if it is Actual. They only add something to the ODO status field if it is Not Actual or another ODO brand.
Title issue dates may be different than what is shown in NMVTIS for titles prior to December 1996. If they are off by 60 days it is ok to submit.
North Dakota
ND Title #: Depending on the age of the Certificate of Title, the title number is 1 to 7 digits as shown in the “Title Number” field at the upper left, upper right, or upper center of the document. The above example shows the title number in the upper center. Title numbers started at 1 in 1911 and have increased consecutively. The title could have a 1 digit title number or up to 7 digits.
In the 1990’s, there was a few day’s difference (6) between the issue date on the title and the issue date in NMVTIS.
Ohio
OH Title #: 10-digits following “No.” at the top right of the document. Do not include the spaces.
Mileage is not required to be disclosed when applying for title through inheritance and OH can put EXEMPT, but must be disclosed when transferring ownership.
Per Ohio law, when a vehicle has been repossessed, the lienholder has the option to enter actual mileage on the title, if known, or enter EXEMPT as the mileage if unknown. The Ohio law referenced can be found by looking up the Ohio Revised Code section 4505.06 (C) (2), specifically as it relates to a motor vehicle when ownership of a motor vehicle is being transferred to a survivor pursuant to section 4505.10 of the Ohio Revised Code.
Oklahoma
OK Title #: 12 or 13-digit number as shown in the “Title No” field at the top right of the document. First 12 numbers are always numeric. If 13th character is present, it is always an alpha character.
An orange Oklahoma Certificate of Title indicates the vehicle is rebuilt salvage; a blue title indicates junk; a red title indicates salvage; a yellow title indicates reconstructed, and a purple title indicates unrecovered theft. Additionally, regular green Certificates of Title may also carry brands. Green Certificates of Title with a “Salvage” or “Insurance Loss” date indicate the vehicle is a rebuilt salvage.
Oregon
OR Title #: 10-digits as shown in the “Title Number” field at the upper left of the document. OR prints a “PROCESS DATE” on the face of the title, this is the “ISSUE DATE” of the title. The “CONTROL NUMBER” is not the title number and should not be used.
OR title numbers produced prior to January 22, 2019 were all 10 digits long. The first two digits were the year of issue, and the next three digits were the Julian date that it was issued.
All Oregon titles printed between 1965 and 2019 had numerical title numbers only. The title numbers did not contain Alpha characters.
OR does not issue registration only (suspense) titles. All titles must be surrendered. If there is a lien on the vehicle OR will get the previous States title from the lien holder and then issue an OR title.
When Oregon receives an application for salvage title, and there is indication that the vehicle has been totaled, the new title prints with the brand of Totaled on a salvage title. This updates to NMVTIS as two brands with the same date: Oregon – Totaled; and Oregon – Salvage. But they really are both referring to the same event. The salvage “brand”, is not a brand at all in our system. It is a title status. A more accurate definition would be to say that it is a totaled vehicle with a salvage title.
To RECALL a title, it takes 20 business days and then another 10 business days to get a title removed from NMVTIS.
Pennsylvania
PA Title #: 11-digits as show in the “Title Number” field in the upper right of the document. (DO NOT INCLUDE the 2 letters and space following the 11-digit number). When processing a PA title, the “DATE OF ISSUE” should be used. PA prints a “PRIOR TITLE STATE” and “ODOM. PROCD. DATE.” Neither should be used for entry.
PA commonly does not add their duplicates to NMVTIS. The title will not indicate that it is a duplicate. The issue dates won’t match. To the left of the issue date on the title will be a field that says “Date PA titled” that is the original issue date. Make sure that the title numbers match. If they do, it is ok to submit.
The last digit in PA title numbers are called a sequence number. In PA there is a known issue where the sequence number is incorrect, so the printed title may end in a “2” but NMVTIS shows that it ends in “1”. NMVTIS has the correct version. Verify that the issue date and title number match (except for the last digit) and it is ok to submit.
On dealer reassignments, notarization OR a dealer number is required.
PA does not submit purged record transactions on NMVTIS.
R-T
Rhode Island
RI Title #: 8-digit “TITLE SEQ. NO.” located in the upper right of the document. The leading zero, if present, should be included.
RI does not report vehicles before the year 2000 to NMVTIS. If you get a title for a 1999 or older vehicle from RI, treat it like a non reporting jurisdiction.
RI does not report memorandum titles to NMVTIS; it is the last RI title record.
South Carolina
SC Title #:15-digit number shown in the “TITLE NUMBER” field in the upper right section of titles. Titles issued prior to 2003 have a “TITLE NUMBER” that is 8-digits or less. Any South Carolina title issued prior to August 1, 2002, was reported to NMVTIS with a title issue date of 7/31/2002. Enter issue date as it appears on the title.
SC has 3 Ghost title issue dates 7/31/2002, 8/5/2002 and 8/6/2002. If the issue date is one of these, contact SC.
SC reports the application date not the issue date, so there can be up to a 60 day discrepancy. Please verify if the title number and ODO on the surrendered title and NMVTIS match. Make sure the issue dates are within 60 days of each other. If they are, it is ok to submit.
SC sometimes adds a letter after their title number. If this is present it is ok to submit.
South Dakota
SD Title #: 4- to 8-digits prior to July 1, 2008. 9-digits began July 1, 2008, as shown in the “Title No.” field at the upper left of the document.
SD does not bring Brand forward from out of state titles.
That is the correct title and it is on NMVTIS> The title issued date is 3-2-2018. The date of 9-2-2020 is the print date when lien was released.
Tennessee
TN Title #: 8-digit title number as shown in the “Title Number” field at the top right of the document.
Texas
TX states the signature on the front of the title is preferred, but not required for change of ownership. As long as the assignment is filled out on the back of the title, they do not require the signature on the front.
U-Z
Utah
UT Title #: 7 to 10-digits as shown in the “Title Number” field in the upper right portion of titles issued in 2001 or later. Titles issued before 2001 as shown in the “Vehicle Title #” field in the upper portion of the title. If present, include the UT when entering the title number. The majority of titles issued after 2011 will include the UT prefix.
Prior to 2001, the title number was numeric only.
Vermont
VT Title #: 14-digits as shown in the “Title No” field at the upper left to middle of the document. VT prints “DATE PURCHASED” on the face of the title, do not use. Depending on the year the title was issued, the color of the document may be brown (as shown), green, or purple (as of September 2013).
VT does not issue titles for vehicles with a model year 15 years and older.
Virginia
VA Title #: Documents issued prior to Spring 2017 contain an 8-digit title number as shown in the “Title No.” field in the upper right of the document. Documents issued Spring 2017 and later contain a 10-digit title number. VA transactions which are a prior ELT have an “Established Date” printed on the Certificate of Title. This is the date that is reported to NMVTIS as the “Title Issue Date.” When accepting a VA Certificate of Title that has an “Established Date,” enter this as the Title Issue Date.
Per VA - If replacement is on the title - THIS IS CORRECT REPLACEMENT NOT REQUIRED ON NMVTIS
Washington
WA Title #: WA has a 10-digit (numeric) “Certificate Number” or “Title Number” located at the top center. The first two numbers in the title number are the year in which the title was issued. The next three digits are the Julian date. See the explanation below. Verify that the title numbers match, and if so, it is ok to submit. If the title number doesn’t match, it is not ok to submit.
WA Certificates of Title with a “Date of Application” prior to December 12, 2016, should continue to be processed by using the Julian date within the title number. For example, a Washington title number of 1409960645 indicates the title was issued in 2014 and on the 99th day of the year, which is April 9. In this example, the title issue date is reported to NMVTIS as 04/09/2014. As of December 12, 2016, the issue date for a Washington Certificate of Title is located under “Date of Application.”
The application date is the date the customer originally came into a licensing office and applied for a vehicle title. Sometimes there can be long periods of time between the application date and the issue date. The title issue date is located in the first five digits of the title number – Julian date format. YYDDD. For title number 0724336701 - The year is 2007, and the 243rd day of 2007 – 08/31/2007.
REBUILT from SALVAGE - WA would not issue a rebuilt brand if the vehicle did not meet threshold or if the vehicle is 6 years or older and not meet threshold. There would be a rebuilt sticker placed on the door panel on the vehicle.
Salvage - WA Requires a Washington State Patrol (WSP) inspection for stolen parts when a vehicle has been reported destroyed before it will be titled and registered again. The WA title is cancelled and is no longer valid. The insurance bill of sale from the auction/insurance company is the ownership document, odometer disclosures are still required when applicable. If the person on the insurance bill of sale is not the person who purchased the vehicle a separate bill of sale or release of interest is required for the new buyer.
If the vehicle is insurance destroyed Owner Retained a WSP inspection is not required and the owner just fills out an affidavit of loss for the ownership document.
Per WA the Vehicle Non-conformity Uncorrected brand is a Lemon law brand. We can enter it into our system as others.
West Virginia
WV Title #: 7-digits as shown in the “Title Number” field at the upper right of the document. (Title Number will be either one alpha and 6 numeric OR two alpha and 5 numeric).
WV does not add anything to NMVTIS prior to 1981.
Wisconsin
WI Title #: 11 to 13 digit title number given in the “Title Number” field, as printed on title documents, the final two characters of Wisconsin title numbers are a dash followed by a numeral or letter; however, do not enter the dash in the title number. If the title number is 102529997001-9, it should be entered as 1025299970019.
Prior to their new database in 2005, the date shown on the title is the actual date the title was printed. This can be a few days different from the issue date. If everything is within a week it is ok to submit.
WI form MV2115 is a reassignment form that is only acceptable when accompanied by one of the following:
A Wisconsin title issued before 5/1/90
A non-conforming title issued by any other state
A non-conforming Manufacturer Statement of Origin
Do not accept this form alone, as it has been used for fraud in the past.
Wyoming
WY Title #: 9-digit title number given on the title following “Title Number” at the top right of the document. Do not enter the dash. Some title numbers may not be 9-digits. In this case ZEROs should be added at the end of the first set of numbers in the dash. For example, if the Title Number is printed as 14-92978, it should be entered as 140092978.
Motor Home - House trailer - This is a house trailer so it shouldn't go on NMVTIS.
Example 1990, JAY, MT, Fuel Gas
In order to transfer a WY title to the new buyer the entire back of the title is required to be completed. The top 2 sections, assignment of ownership and odometer disclosure statement, is to be completed by the seller. If the vehicle is older than 10 years of age the odometer disclosure does not need to be completed. The middle section, seller’s transfer, needs to be signed by all owners on the face of the title in front of a notary.
Clarification on the previous Wyoming Title expectations. The seller’s signature is required to be notarized, the buyer’s signature and odo does not. The bottom portion of the title that refers to when applying for a Wyoming title is not applicable when applying for a Colorado title.
Restricted Registration is like a Salvage title and will need to be rebuilt to be drivable on streets.
Wyoming lien releases are signed by the Wyoming County Clerk, not the lien holder. The above image on the right indicates the section that is to be completed by the clerk upon lien release. According to the Wyoming website: "Any liens which appear on the front of the title must be properly released by a deputy county clerk OR you must be provided with a lien release or termination statement from the lien holder. "
Non-Reporting Jurisdictions
Some jurisdictions do not report to NMVTIS. It is ok to submit if from the following jurisdictions:
Hawaii
All Native American Nations
All Territories ( Puerto Rico, Guam etc.)
Titles from Canada, Mexico or any other country do not report
Quebec
The Société de l’assurance automobile du Québec (SAAQ) wishes to remind you of important changes to the official documents it issues and that affect road vehicles sold in Québec that will be registered in the United States.
The SAAQ recently launched its digital transformation and the SAAQclic online services platform. It also took the opportunity to modernize certain official documents, including the vehicle registration certificate and its temporary counterpart.
As of February 20, 2023, the new registration certificate is no longer printed on green paper.
Using our new platform, vehicle owners and dealers can now print vehicle registration certificates issued after February 20, 2023 on plain white paper.
The new registration certificate only displays fields that are relevant (for example: axles, unit number and vehicle status).
The old green certificates and the new white certificates, which have been issued as of February 20, 2023, will both be used during a certain period, so you may encounter both versions.
We please ask that you share this information as quicky as possible with all your branch offices to insure that exported vehicles from Québec can now by easily registered in your jurisdiction.
