Abbreviations

Vehicle and Trailer Makes

Applying for a Title

Off Highway Vehicles & Surplus Military Vehicles

• Updated and revised first section:

Colorado will title Off-Highway Vehicles (OHV), Snowmobiles, and Surplus Military Vehicles as defined in C.R.S. 33-14.5-101 & 42-6-102. OHVs purchased prior to July 1, 2014 (or July 1, 2019 for Surplus Military) were not required to be titled and may need to provide other documentation to obtain a title in order to sell their vehicles. Titling is completed at the county office where the owner resides or through EVTR.

Registration for off-highway vehicles is completed through Colorado Park and Wildlife (CPW).

Note: 

• Historical Military Vehicles cannot be titled or registered.

• Surplus Military Vehicles that are owned by a municipality, county, or fire protection district and are used for the purpose of assisting firefighting efforts are able to be issued an on-highway title/registration with a completed DR 2113 Declaration of Military Vehicle For Use In Firefighting Efforts.

Purchased from an Out-of-State Dealer

• Revised bullet points to make it clear that a DR 2395 Application for Title and/or Registration is required:

The following documents are required:

• • An out-of-state title in the name of the seller properly assigned to the Colorado purchaser. This includes tribal titles; or

West Virginia

  • WV Title #: 7-digits as shown in the “Title Number” field at the upper right of the document. (Title Number will be either one alpha and 6 numeric OR two alpha and 5 numeric).

  • The 3 sets of two digits in the top left-hand side of WV titles represents a title's print date and the date below the title number in the top right-hand side is the title issue date. The print date changes on a duplicate title, but the issue date does not. WV only reports the title’s issue date to NMVITS.

  • WV did not add anything to NMVTIS prior to 1981.

The title application (barcode) and the issued Certificate of Title document will both show Received Date in place of File Date for DDP.

Effective July 1, 2025 the date paperwork is received by the county Motor Vehicle office must be recorded on the title application. This date will be considered the lien perfection date or lien filing date, and will indicate the date the paperwork was received in the County office. DRIVES users will enter this date into the editable Dated Received field when filing the lien during a title application activity. The title application (barcode) and the issued Certificate of Title document will both show Received Date in place of File Date for DDP.

If the paperwork is received and the date is stamped on the application and the application needs to be rejected, the date stamped will remain the date the lien is perfected. The date accepted is the date the information is entered into DRIVES. This will be the file date.

If the application needs to be rejected after it has been received and date stamped, the date stamp will remain the date the lien is perfected or filed, and entered into DRIVES in the Date Received field when entering the lien during a title application activity.

• Repossessions

  • Added section on “Out-of-State Title Repossession being titled in Colorado”:

    • Please follow J.D. Power reference information on processing out-of-state titles involving a repossession. Many states indicate whether the lien should be released on the title or not, and it also lists other requirements needed in order to transfer an out-of-state title repossession to Colorado.

In the event that the state does not list repossession requirements in the J.D. Power reference book, Colorado title requirements for out-of-state titles will be followed.

Salvage

• Salvage Title

    • Old: Salvage vehicles are subject to the odometer disclosure requirements of the Truth in Mileage Act (see Odometer, Truth in Mileage Act).

Suspense Title

• Fixed formatting to create the new Registration Requirements section and modified language:

  • Old:

A suspense application is processed when an applicant moves into Colorado from out-of-state and cannot surrender the title for various reasons, for example the title is being held by a lienholder. No Colorado Certificate of Title is printed. The out-of-state title is the negotiable document.

Applicant shall surrender the current out-of-state registration. The application must be made in the name(s) exactly as shown on the out-of-state registration. If there is any indication that there is a lien, it must be added into DRIVES. Registration Requirements C.R.S 42-3-103(4)(a), C.R.S 42-6-140 & C.R.S 42- 1-102(81)- All motor vehicles and trailers owned or operated by a Colorado resident must be registered. The above example shows the title number in the upper center. Title numbers started at 1 in 1911 and have increased consecutively.

Vermont

• Clarified second bullet point:

  • VT does not issue titles for vehicles with a model year 15 years and older.  Ownership documentation, such as a registration or bill of sale, is still required to title in Colorado.

Virginia

• Separated first bullet point in two.  Second bullet point covers "Established Date" and "Title Issue Date":

  • Original VA titles will use the "Date Issued" for the "Title Issue Date" when reporting to NMVTIS.  Duplicate/replacement titles and prior electronic titles (ELT) have an “Established Date” printed on the Certificate of Title. This is the date that is reported to NMVTIS as the “Title Issue Date.”.

Salvage

Rebuilt from Salvage Branded Titles
