Colorado will title Off-Highway Vehicles (OHV), Snowmobiles, and Surplus Military Vehicles as defined in C.R.S. 33-14.5-101 & 42-6-102. OHVs purchased prior to July 1, 2014 (or July 1, 2019 for Surplus Military) were not required to be titled and may need to provide other documentation to obtain a title in order to sell their vehicles. Titling is completed at the county office where the owner resides or through EVTR.
Registration for off-highway vehicles is completed through Colorado Park and Wildlife (CPW).
Note:
Historical Military Vehicles cannot be titled or registered.
Surplus Military Vehicles that are owned by a municipality, county, or fire protection district and are used for the purpose of assisting firefighting efforts are able to be issued an on-highway title/registration with a completed DR 2113 Declaration of Military Vehicle For Use In Firefighting Efforts.

If the paperwork is received and the date is stamped on the application and the application needs to be rejected, the date stamped will remain the date the lien is perfected. The date accepted is the date the information is entered into DRIVES. This will be the file date.

If the application needs to be rejected after it has been received and date stamped, the date stamp will remain the date the lien is perfected or filed, and entered into DRIVES in the Date Received field when entering the lien during a title application activity.
Repossessions

Please follow J.D. Power reference information on processing out-of-state titles involving a repossession. Many states indicate whether the lien should be released on the title or not, and it also lists other requirements needed in order to transfer an out-of-state title repossession to Colorado.
In the event that the state does not list repossession requirements in the J.D. Power reference book, Colorado title requirements for out-of-state titles will be followed.
Salvage Title

Added the bullet points below to address the “Totaled” title brand in MT per memo VSP 25-01:
"If the vehicle on an MT title with a “Totaled” brand is less than five years old, the owner must surrender their title and apply for a salvage certificate with MT. If the vehicle is coming to CO on an MT salvage certificate of title, the vehicle will need to complete the “Rebuilt from Salvage” process here in CO in order to register the vehicle in CO.
If the vehicle is five years of age or older, the owner will not be required to surrender the title. The vehicle will show a brand of “Totaled”. The owner is not required to go through the “Rebuilt from Salvage” process to confirm if the vehicle is roadworthy.
A DR 2710 Branded Title Disclosure Statement will be required to complete the application process in both scenarios.”
