Federal statute 18 U.S.C. section 2721 governing the privacy and disclosure of personal information retained by state Motor Vehicle Departments requiring individuals searching records to provide a valid reason for the request in order to receive the information. DPPA protects: name, address, phone numbers, DOB, email, SVID, personal descriptors, SN, signatures, taxes paid, PWD information and photo.
For a person to purchase a record other than their own, they must declare their intended use of that record, or they must have the signature of the person of interest authorizing them to inspect the record. Record / history searches are available for vehicles based on VIN, title number or license plate by the Department (only one license plate number per request).
If there is a record in the motor vehicle system, the search will provide the vehicle description, the lien information (if there is a lien on the vehicle), and the name and mailing address of the owner will be provided, when appropriate.

For a .50 cents fee per page, title and/or registration records will be certified as authentic documents. A certified copy of title and/or registration records is accepted as evidence in a court of law. Certification must be requested with the initial request for information. Previously issued information will not be certified after the fact.
