When the Government Certificate of Sale is assigned to an individual, the individual must establish title.
When the Government Certificate of Sale is assigned to a licensed Colorado dealer, the dealer must establish title in their name first.
It is not acceptable for a Colorado dealer to use the DR 2407 Dealers Bill of Sale to transfer a vehicle, when the supporting document is a
government bill of sale or sheriff’s bill of sale.
When the Government Certificate of Sale is assigned to an Out-of-State Dealer, the dealer may reassign ownership of the vehicle using a secure reassignment form from that State. If that State does not have a secure reassignment form, a bill of sale notarized or signed under penalty or perjury will be accepted.
Colorado Surplus does not have to establish title in their agency name when a vehicle is assigned to them on a Government bill of sale form
(Standard Form 97). Colorado Surplus can sell with this form and a bill of sale on their letterhead.
If Colorado records show an active lien, a lien release is required, or a copy of a Declaration of Forfeiture must be included.
A DR 2698 Verification of Vehicle Identification Number is required when sold on a Government Certificate of Sale from out-of-state
An odometer disclosure is not required when the vehicle is sold by a government agency. However, the buyer must sign a secure form to start the odometer tracking such as US Govt Form 97 (SF 97-1 Secure Form) or DR 2173 Motor Vehicle Bill of Sale. Disclose odometer on US Govt Form 97 (SF 97-1 Secure Form) or disclose odometer on DR 2173 Motor Vehicle Bill of Sale by owner (buyer) to start the odometer tracking.
The indicator will be Actual unless it is known that the mileage is “Not Actual” or “In Excess”.
Vehicles sold with a DR 6533 Certificate of Purchase do not require a lien release.
Per 1033 program, Federal Government agencies can loan surplus equipment to state agencies. When an SF97-1 is present PT is BOS GOV, if
SF97 is not present, SUS GOVT should be used as PT. www.dla.mil
