Requirements for Rebuilder’s Title C.R.S. 42-12-102
A Rebuilder’s title will be issued to a motor vehicle valued principally because of the vehicles early date of manufacture, design, historical interest, or value as a collector’s item if all of the below are true:
The motor vehicle is not roadworthy.
The motor vehicle is at least 25 years old.
The components of the motor vehicle include at least a rolling chassis.
No acceptable ownership documents are available.
Vehicle is physically located in Colorado.

This is an inspection to verify that the vehicle is:
Not roadworthy.
The components of the motor vehicle include at least a rolling chassis.
Whether or not a Colorado assigned VIN is required.
A Colorado Assigned VIN is required when there is an indication the motor vehicles frame and body identification numbers do not match the manufacturers numbering system as being originally mated or no VIN exists. When the certified VIN inspection indicates that an assigned VIN is required, the applicant must complete and submit the DR 2444 Statement of Fact along with the DR 2408, and the DR 2704 to the county motor vehicle office. The county motor vehicle will then submit the above documents to the Department (use same process as when submitting a regular assigned VIN application).
Application review and approval – when the Department receives the application and the paperwork is approved, an assigned VIN will be issued. Department reviewer will complete the ‘STATE’ section of the DR 2408 and indicate that a Surety Bond is required, by checking the appropriate box. Once approved the assigned VIN is issued, all documents in the application are stamped and numbered.
Colorado State Patrol (CSP) — CSP Auto Theft section picks up the approved assigned VIN applications weekly from the Department. Appointments to affix the Colorado Assigned VIN plate to the vehicle are made by the CSP.
Colorado State Patrol will contact applicants by mail or phone, to have the VIN plate affixed to the vehicle
A detailed statement from the applicant outlining the reason for bonding. The statement must be signed, dated and include the following information.
Reason bonding for ownership is required and why there is no title for the vehicle.
Description of the vehicle, VIN, year and make.
From whom and when the vehicle was purchased, and the amount paid.
That there are no liens against the vehicle.
That the vehicle is not roadworthy.

The Vehicle appraisal must identify the vehicle by VIN, year and make.
The applicant must purchase a surety bond for twice the appraised value of the vehicle. If the appraisal is showing both the retail and wholesale values, use the greater amount (retail) as the established value. This is a one-time non-refundable bond that protects and allows the State of Colorado to issue a title when proper proof of ownership is not provided. Applicants may purchase a surety bond through a surety bonding company or insurance company.
Dealerships establishing title in their name may post a surety bond for twice the wholesale value of the vehicle.
The minimum bond acceptable is $400. If the bond is lower than $400, a rider bond can be purchased from the bonding company to increase the overall value to the acceptable amount.
A bond cannot be issued showing DBA, a corrected bond or rider is required showing correct owner.
Title will be issued in the principal’s name(s) as shown on the surety bond. No changes or additions can be made without a rider bond.
The bond must identify the vehicle year, make and VIN.
Signature of the principal (applicant(s) on the surety bond must be signed the same as the bond issuance. EXAMPLE: John R Jones signature has to be John R Jones not John Jones, J. Jones, or J.R. Jones. If bond is in a company name, principal area must show firm name as well as agent’s signature.
Note: A bond rider may be used to correct any errors or make any changes to the original surety bond.
Note: Liens may be filed on a rebuilder’s Title at the lender’s discretion. Non- roadworthy vehicles under this title should apply for and pay specific ownership tax under the Collector Ownership Tax program C.R.S. 42-12-102 (2) (a)

Secure and Verifiable Identification.
“REBUILDER TITLE” will be printed under the words “CERTIFICATE OF TITLE”.
The word, “REBUILDER” will be in the Previous Title field.
The lower section of the title will have the statement.
SIGN BELOW IF VEHICLE IS RESTORED AND APPLICATION FOR TITLE IS TO BE MADE.
Also included is the Perjury Affirmation statement requiring a Signature and Date of statement.
Note: A rolling chassis for a motorcycle consists of a frame, motor, front forks, transmission and wheels; for a motor vehicle consists of a frame, body suspension, an axle, a steering mechanism and wheels C.R.S.42-6-102 (15.5) (a) (I)(II).
Note: A certified VIN inspection that is over one year old is not acceptable.
Note: If Colorado certified VIN inspection indicates that an assigned VIN is not required applicant does not need to complete step two.
A Rebuilder Title may be assigned to a new buyer for a subsequent Rebuilder’s Title to be issued.
“REBUILDER TITLE” will be printed under the words, “CERTIFICATE OF TITLE”.
The word, “REBUILDER” will be in the Previous Title field.
A regular certificate of title is issued to a motor vehicle that has been previously issued a rebuilder’s title after the vehicle has been rebuilt. The Colorado assigned VIN procedure will be required if the inspection reveals that the current VIN on the vehicle does not match the rebuilder’s title being surrendered or is now missing from the vehicle.
The regular title will be issued without any type of brands and/or notations.

2. Rebuilder’s Certificate of Title
Rebuilder’s title must be surrendered to complete this process. If the owner on the face of the title is not the same as the applicant, the title will then be required to be properly assigned on the back.
Proof of ownership for all other major components (body, frame or any VINs found on the vehicle through the certified VIN inspection) used in the reconstruction of the vehicle. One of the following must be provided as proof of ownership for major components.
Original certificate of title properly assigned to the applicant.
Original manufacturer’s statement of origin (MSO), properly assigned to the applicant.
An original bill of Sale (BOS) notarized or signed under penalty of perjury will be acceptable for all other parts used in the reconstruction of the vehicle. Original BOS must include:
Description of the part sold, i.e. VIN, year and make
Date sold
Buyer’s name
Seller’s printed name and signature
3. DR 2239 Rebuilder’s Title to a Regular Title Declaration of Facts
A statement made under penalty of perjury, providing the following information:
What parts were used in the reconstruction of the vehicle.
Identification number of the vehicle and/or parts used.
From whom parts were purchased.
Who did the work.
That the vehicle is roadworthy.
That there are no outstanding liens.
4. To convert a rebuilder’s title to a standard certificate of title, the applicant shall furnish evidence of a savings account, deposit, or certificate of deposit meeting the requirements of section 11-35-101, C.R.S., or a good and sufficient bond with a corporate surety. The account, deposit, certificate, or bond must be in an amount fixed by the director, but not less than twice the reasonable value of the vehicle, determined as of the time of application. The applicant and the applicant’s surety shall hold harmless any person who suffers loss or damage by reason of the filing of a certificate of title under this section.
A bond is required for a rebuilders to regular title pursuant to CRS 42-12-102(3)(a)
5. DR 2408 Application for Colorado Assigned Vehicle Identification Number
If an assigned VIN is required applicant must submit an Application for Colorado Assigned VIN along with the DR 2704, all supporting ownership documents, and the DR 2239 Rebuilder’s Title to a Regular Title Declaration of Facts to their local county motor vehicle office.
Application review — when the Department receives the application and the paperwork is approved, an assigned VIN will be issued. 6. Note: All liens may be released on the certificate of title or a separate lien release signed under penalty of perjury in the second degree. If liens are not filed in Colorado, a notarized lien release on bank/ company letterhead is required. Must include the VIN, year and make of the vehicle.
