"Brazil can no longer accept that thousands of people continue to live in poverty, without enough food, without shelter. It is shameful that people still starve in a country that was capable of producing 149.5 million tons of cereals, pulses and oilseeds," she said.

opened here Wednesday the regular session of the Brazilian congress in 2011, highlighting the importance of democratic continuity in addressing the challenges of development and combating inequality.

Eradicate poverty

Rousseff reaffirmed the commitment made in her inauguration speech on Jan. 1 to eradicate poverty, urging state and local governments to form "a pact for social advancement" to achieve that goal.
