If they were crooks, wouldn't they be richer?

Millions of poor Indians are considered criminal by tradition. Most are nothing of the sort

The Pardhis, of whom there are more than 200,000 in Maharashtra, are especially wretched. They are mostly jobless and landless, and they are often informally barred from villages. Thousands live destitute in Mumbai, Maharashtra’s capital.
