PROJECT NAME: TRAINED GENERAL SURGEONS FOR WESTERN MINDANAO BY

THE YEAR 2000

GOAL: By the year 2000, all government hospitals in Western

Mindanao with operating room capabilities will have at

least one trained general surgeon.

DEFINITION OF TERMS IN GOAL:

GOVERNMENT HOSPITALS: Both local and regional (city,

district, provincial, regional

hospitals)

WESTERN MINDANAO: Zamboanga del Sur, Zamboanga del

Norte, Basilan, Sulu, Tawi-tawi,

Zamboanga City, Dipolog, Dapitan,

Pagadian

OPERATING ROOM CAPABILITIES: Those with the following setup prior

to the training:

STRUCTURE: With operating room, table, instruments, and

anesthesia equipment

PERSONNEL: 1. With physician presently doing surgery

without formal training or with physician

willing to undergo formal surgical training

to be able to perform surgery in a government

hospital

2. With at least an anesthetist, if not

anesthesiologist

TRAINED GENERAL SURGEON: Completed a formal, structured

general surgery course of Zamboanga

City Medical Center

IMPACT: 1. Improved surgical health care system

:Effectiveness, efficiency, and equity in surgical

health care

:Effectiveness, efficiency, and equity in surgical

health manpower development

2. Model in the surgical health manpower development in

the Philippines

GENERAL OBJECTIVE:

To produce at least one trained general surgeon in all

government hospital in Western Mindanao with operating

room capabilities by the year 2000.

SPECIFIC:

By the year 2000, the project must be able to:

1. Produce at least one trained general surgeon in all government

hospitals in Western Mindanao with operating room capabilities.

2. Produce general surgeons who are effective, efficient, humane,

and community-oriented.

3. Produce general surgeons who will serve in a government

hospital in Western Mindanao with operating room capabilities but

without a trained surgeon.

4. Improve the surgical care delivery system in Western Mindanao

in terms of:

4.1 Increase in number of surgical cases being handled by local

government hospitals with operating room capabilities with

acceptable complication rate.

4.2 Increase in number of trained general surgeons in local

government hospitals with operating room capabilities.

5. Organize and implement an effective and efficient network

system among trained general surgeons in Western Mindanao for

service, training and research development.

I. ORGANIZATIONAL DEVELOPMENT

1. Participatory decision-making of consultants and

residents of the Department of Surgery of Zamboanga City Medical

Center in

III. PROJECT IMPLEMENTATION

1. Identify government hospitals in Western Mindanao with

operating room capabilities.

1.1 Those with trained general surgeons.

1.2 Those without trained general surgeons.

2. Invite and encourage concerned hospitals to at least enrol one

trainee in the formal structured general surgery course to be

offered by the Department of Surgery of Zamboanga City Medical

Center.

3. Enter into a memo of agreement with local government hospital

administration and its trainee:

3.1 Support of administration for trainee in his training

program.

3.2 Trainees to serve his hospital during and after his training.

Note: Memo of agreement should be attractive to trainees as well

as contributing to the goals of the project.

4. Develop a formal, structured general surgical curriculum that

will

4.1 produce effective, efficient, humane, and community-oriented

general surgeon.

4.2 be practical yet effective in consideration of ability and

constraints of trainees (work, distance, time, and logistics).

5. Train trainors in ZCMC.

6. Formulate, pilot test, and then implement a networking system

among trained general surgeons in Western Mindanao for purposes

of service, training, and research development.

Note: The system must be effective, efficient, and practical.

7. Formulate an evaluation system for the project, both internal

and external.

8. Disseminate project plan.

9. Develop multisectoral cooperation.

10. Secure funds for the project.
