Preliminary Administrative Services Preconditions

Preliminary Administrative Services Credential (PASC) Precondition 1: Valid Prerequisite Credential  

Possess one of the following valid prerequisite credentials: 

a. a clear or life California teaching credential that requires a baccalaureate degree and a program of professional  preparation, including student teaching or the equivalent,  and holds an English learner authorization; or 

b. a clear or life California designated subjects teaching  credential in adult education, career technical education,  vocational education or special subjects, provided the  applicant also possesses a baccalaureate degree, and holds  an English learner authorization; or 

c. a clear or life California services credential in pupil personnel services, health services for school nurse, teacher librarian services, or speech-language pathology or clinical or rehabilitative services requiring a baccalaureate degree and a program of professional preparation, including field work or the equivalent.

PASC Precondition 1 is met as follows:

The College shall determine, prior to admission to the program, that candidates have earned a baccalaureate degree, hold a valid Clear teaching credential, or other authorized service credential. Records will be carefully maintained to ensure compliance with this requirement in awarding a Preliminary Administrative Services credential. The Academic Coordinator & Credential Analyst is responsible for verifying and tracking that each candidate has satisfied Preconditions 1 through 4 through completion of this form prior to a credential recommendation. The requirements are retained in the candidate’s credential file.

PASC Precondition 2: Basic Skills Requirement 

Meet the basic skills requirement (BSR) as described in Education Code section 44252(b), unless exempt by statute.

PASC Precondition 2 is met as follows: 

The College shall determine, prior to admission to the program, that candidates have met all basic skills requirements. The Academic Coordinator & Credential Analyst is in charge of verifying and tracking that the candidate has satisfied Preconditions 1 through 4 through completion of this form, which is held in the candidate’s credential file. Records will be carefully maintained to ensure compliance with this requirement.

PASC Precondition 3: Verification of Five Years Successful Full-Time Teaching  Experience 

Verification of one of the following prior to being recommended for the preliminary credential:  

a. Five years of successful, full-time teaching experience with  an employing agency as defined in Title 5 of the California  Code of Regulations section 80054(g)(1) and (2)(A);  

b. Five years of successful, full-time experience in the fields of pupil personnel, school nurse, teacher librarian, or speech language pathology. or clinical or rehabilitative services with an employing agency as defined in Title 5 of the California  Code of Regulations section 80054(g)(1) and (2)(A); or 

c. a combination of (a) and (b).

PASC Precondition 3 is met as follows: 

A minimum of five years of successful full-time teaching or approved service experience is a condition for admission into the program. The Academic Coordinator & Credential Analyst is in charge of verifying and tracking that the candidate has satisfied Preconditions 1 through 4 through completion of this form, which is held in the candidate’s credential file. Records will be carefully maintained in order to ensure compliance with this requirement.

PASC Precondition 4: Completion of Commission-approved Program

Completion of a Commission-approved Preliminary or Intern Administrative Services Credential program based on  Administrative Services Credential program standards as described in Title 5 of the California Code of Regulations section  80054(a)(2).

PASC Precondition 4 is met as follows: 

Mills College previously held a Commission-approved Preliminary Administrative Services Credential program that adhered to the associated program standards. Following the merger with Northeastern University, Mills College at Northeastern University aims to continue upholding these program standards as outlined in Title 5 of the California Code of Regulations section 80054(a)(2). The college will only recommend candidates to the Commission after they have satisfied the Preliminary Administrative Service Credential program requirements that meet the CTC’s standards for the credential, which is designed to meet the Commission on Teacher Credentialing’s standards for a Preliminary Administrative Services Credential, integrates the California Administrator Performance Expectations (CAPE) competencies into the program in two field experience seminars where students can practice their leadership, while demonstrating mastery of the CAPE standards. The Academic Coordinator & Credential Analyst is in charge of verifying and tracking that the candidate has satisfied Preconditions 1 through 4 through completion of this form which is held in the candidate’s credential file. Records will be carefully maintained in order to ensure compliance with this requirement.

PASC Precondition 5: Verification of Offer of Employment

Verification of an offer of employment in a full or part-time administrative position in an employing agency as defined in Title 5 of the California Code of Regulations section 80054(g)(1). If a candidate has satisfied preconditions 1 through 4 but does not have an offer of employment, the Commission-approved program shall recommend for a Certificate of Eligibility which verifies completion of all requirements for the Preliminary  Administrative Services Credential and allows the holder to seek employment in and administrative position.

PASC Precondition 5 is met as follows: 

The Academic Coordinator & Credential Analyst is in charge of verifying and tracking that the candidate has satisfied Preconditions 1 through 4 through completion of this form, which is held in the candidate’s credential file. 


In the event that a candidate has satisfied preconditions 1-4 but does not have an offer of employment, the program may recommend the candidate for the Certificate of Eligibility. The Certificate of Eligibility enables the holder to seek employment in an administrative position. When initiating the recommendation process with the Credential Analyst, candidates may elect the option for the Certificate of Eligibility. Per the CTC, once securing an offer of employment, the holder of a Certificate of Eligibility may apply for the preliminary credential by submitting an application (form 41-4, a Verification of Employment Form (CL-777), and current processing fee to the Commission office.
