I see a man, who is supposedly vincent van gogh, a portrait of himself. the painting is composed of several curvy and wavy lines, and the background is made of whirls that are connected to each other.

the artist is trying to portray himself in a unique manner, and to make it nicer he draws wavy lines for the background
