この3名の役員と協力者の皆様の体制でアジア資本市場協議会(CMAA)(任意団体)が発足した。

The center photo:  The late Nobuyuki Idei, who agreed with establishing CMAA, was appointed as chairperson. Mr. Idei was introduced by the late NIRA Chairperson Mr. Yotaro Kobayashi.
The right side of the photo: the late Keiji Matsumoto (founder of Hamada & Matsumoto Law Office) became vice chairperson.
The left side of the photo:  Shigehito Inukai (Director of Policy Researches and Senior Fellow of NIRA, Secretary General of Japan Capital Market Association, Visiting Professor of Waseda University) was appointed as representative director and secretary general.
As a voluntary organization, the Capital Markets Association of Asia (CMAA) started with these three board members and cooperating members.

2007年6月のアジア資本市場協議会(CMAA)創設の背景

(1)アジア域内の金融関係者の育成、

(2)市場イノベーション創造の場の創出、

(3)域内の貯蓄を域内中心に循環させるための、域内で自己完結可能な「アジア国際債(アジアボンド)市場」を含む「域内金融資本市場」の創出・育成、を掲げ、

(4)「域内金融資本市場」を創出・育成し、もってそれらの利用者たる域内企業をはじめとする市場参加者による金融資本市場取引の円滑化を目指すための、アジア資本市場協議会(CMAA)の設立 がこのとき同時に提言された。


2007年6月発足の発足のアジア資本市場協議会(CMAA)の目的

June 2007 inaugurated Capital Markets Association for Asia (CMAA)


Background: 

Following on from the publication of a report by the Study Group on the Internationalization of Japan’s Financial and Capital Markets (Ministry of Finance) in March 2003, a forum entitled “KEIO-NIRA Asian Capital Markets Study Forum” was held on October 18 and 19, 2003 at Keio University in Tokyo under the joint auspices of the Center of Excellence (COE), Keio University (headed by Professor Naoyuki Yoshino), and the National Institute for Research Advancement (NIRA : Chairperson Mr.Yotaro Kobayashi), an independent policy research body.

A total of 60 participants from six Asian countries joined the forum, including officials from the finance departments of leading issuing companies in bond and capital markets, institutional investors, working-level managers of Japanese and foreign banks and securities firms, and representatives of regulatory authorities, securities depository organizations, rating agencies, law firms, research institutes and the press.

The presentation of research papers in English by a total of 20 researchers, 10 each from Japan and other Asian countries, was followed by vigorous discussions.

The establishment of the Asian Capital Markets Study Group was also announced at the forum. The Study Group, a voluntary association of regional private-sector companies and financial institutions, was formed to enable the opinions of market participants to be reflected in the Asian Bond Market Initiative being promoted by the Association of Southeast Asian Nations (ASEAN), Japan, China and South Korea. 

Subsequently, in accordance with the founding principles of the Asian Capital Markets Study Group, interested parties continued to conduct research on the establishment of a market for the issuance of international bonds mainly in the Asian region. 

On May 15, 2006, NIRA announced the “Proposal for the Establishment of an Asian International Bond (Asian Bond) Market -- A Road Map to an Asian Bond Primary Market” (in addition to Japanese and South Korean joint researchers, the study group that prepared the proposal was participated in by numerous scholars, market practitioners, and observers). 

The proposal was designed to facilitate financial and capital market transactions by Asian companies as the principal users of the market by fostering financial market personnel in the Asian region. 

The aim was to establish a forum for the production of market innovations and to create and foster regional financial and capital markets, including an Asian inter-regional capital market, a self-contained market enabling savings accumulated mainly in the region to circulate within the region. At this time, NIRA also proposed the establishment of the Capital Markets Association for Asia (CMAA). 

To enable those goals to be achieved, the Capital Markets Association for Asia (CMAA) was launched on 19th of June, 2007 as a voluntary association.

The Chairman of CMAA is Mr. Nobuyuki IDEI, Founder & CEO of Quantum Leaps Corporation.

The Vice Chairman of CMAA is Mr. Keiji Matsumoto, Lawyer, One of the Founders of “Mori Hamada & Matsumoto.”

The Secretary-General (Executive President) of CMAA is Mr. Shigehito Inukai, Director of Policy Researches and Senior Fellow of NIRA, the Secretary-General of Japan Capital Markets Association (JCMA), and Visiting Professor of Waseda University.


Objectives of the Capital Markets Association of Asia (CMAA) launched in June 2007: 

The June 2007 inaugurated CMAA was designed to undertake the following activities, among others:

 (1) Formulation of self-governing rules for issuing entities and other users of the regional financial and capital markets;

 (2) Coordination of opinions of issuing entities and other users of the capital market as well as investors and other market participants regarding legal systems and practices related to the Asian Intra-regional capital markets;

(3) Making efforts to reach out to all relevant quarters to enable the results to be put into practice;

 (4) Activities related to the development and establishment of market infrastructure for the Asian Inter-regional Professional Securities Market (AIR); and

 (5) Research and proposal activity concerning "The financial parties promotion and financial educations" in the Asian financial capital market.

(6) It is an ultimate purpose to improve reliability and convenience in the entire financial capital market in an Asian region through the above-mentioned activity and for the entire user to construct an attractive market at which CMAA aims.
