The best tape has the qualities of moleskin (not from real moles) which reduces rustle from clothing.

Here is a tutorial from YouTube on hiding radio mics. It's a black art and can be quite tricky to eliminate rustle from clothing if the actor is moving around a lot. Some materials from man made fibres are impossible as they create so much rustle.
