Starting in release 2026.12.0, when you add a new MSG record for a student in an IET or Workplace Literacy program, the Add dialog includes an optional section to create a Postsecondary Education or Training (PSET) record at the same time. A new IET/WPL Documents panel on the Outcomes tab also makes it easier to attach supporting verification documents without leaving the student record.
Navigate to the student record and click the Outcomes tab.
In the IET and Workplace Literacy Measurable Skill Gains panel, click Add. The Add New IET and Workplace Literacy Measurable Skill Gains Record dialog opens.
At the top of the dialog, a read-only section displays the student's most recent IET class enrollment — Title/Name, Start Date, and End Date. Use these dates as a reference when entering the PSET Enroll Date and Date Earned fields.
Note: If the student has no IET enrollment (Workplace Literacy students only), the enrollment context fields will be blank.
Enter the date of the outcome in the Date MSG Completed field.
Select a value from the IET/WPL MSG Type dropdown.
Select the specific credential or milestone from the IET/WPL MSG dropdown.
Optionally enter Issued By and Additional Details.
MSG Type 5 — Technical/Occupational Skills Exam: When you select Type 5, the Add Postsecondary Education or Training checkbox is automatically checked and Date Earned is automatically set to match Date MSG Completed. Selecting a value in IET/WPL MSG also automatically populates the Credential Attained field in the PSET section with the same value.
MSG Types 3 and 4: When you select Type 3 (Secondary or Postsecondary Transcript) or Type 4 (Progress Toward Milestones), the Add Postsecondary Education or Training checkbox is not automatically checked. You can manually check it to create a PSET record at the same time if appropriate.
Note: IET/WPL MSG is required in Massachusetts. Credential Attained auto-population does not apply to DC, GA, or KS clients, where that field is not visible in the Add dialog.
The Add Postsecondary Education or Training checkbox controls whether a PSET record is created with the MSG.
To create a PSET record, check the checkbox and complete the PSET fields below it.
To save the MSG only, leave the checkbox unchecked (or uncheck it if it was auto-checked). You can create a PSET record manually from the Education tab at any time.
When the checkbox is checked, complete the required PSET fields:
Note: Only fields required by your agency's configuration are shown in the Add dialog. Additional fields — including Name of Postsecondary School or Training Program, Type of Recognized Credential, Postsecondary Industry, and others — are available when you edit the record from the Education tab after saving.
Three save options are available:
Save — saves the MSG (and PSET if the checkbox is checked) and closes the dialog.
Save and New — saves and opens a new blank Add dialog for the same student.
Save and Go — saves and navigates directly to a destination selected from the dropdown:
IET/WPL Documents — takes you to the IET/WPL Documents panel on the Outcomes tab.
Postsecondary Education or Training — takes you to the PSET panel on the Education tab.
The MSG record appears in the IET and Workplace Literacy Measurable Skill Gains panel on the Outcomes tab.
The PSET record (if created) appears under Postsecondary Education or Training on the Education tab. To view or edit the full record, including fields not shown in the Add dialog, open the record from the Education tab.
A new IET/WPL Documents panel appears on the Outcomes tab, directly below the IET and Workplace Literacy Measurable Skill Gains panel. Use this panel to attach verification documents such as exam certificates, transcripts, or employer verification letters.
The dialog includes a reminder label above the save buttons: "Please add documents for monitoring evidence."
To add documents from within the Add MSG dialog:
Click the IET/WPL Documents dropdown button and choose Save & Go.
Select a document category and type, then upload the file.
To add documents directly to the panel at any time:
Click the Outcomes tab.
In the IET/WPL Documents panel, click Add.
Select a document category and type, then upload the file.
The IET/WPL Documents panel displays only documents whose Document Category has been configured as an IET/WPL evidence category by your agency. Documents uploaded under a non-IET/WPL category do not appear in this panel.
Note: All documents — including those not shown in the IET/WPL Documents panel — are always accessible from the Student Data tab → Documents panel. Documents in the IET/WPL panel are associated with the student record, not with a specific MSG or PSET record.
Most clients have the following document categories pre-configured for the IET/WPL Documents panel:
IET Evidence — for documents related to IET credential outcomes: Industry-Recognized Certificate, Occupational Skills Assessment Result, Training Completion Certificate, Co-enrollment Verification, Employer Verification Letter, Work-Based Learning Agreement, Progress Evaluation / Competency Checklist, Transcript or Grade Report, Other / Supporting Documentation
WPL Evidence — for documents related to Workplace Literacy outcomes: Credential, Employer Skills Verification Form, Workplace Literacy Assessment Result, Training Completion Certificate, Work Product Sample, Supervisor Observation Form, Program Enrollment Agreement, Other / Supporting Documentation
Note: If you do not see these categories, contact your agency administrator or LiteracyPro support.
The IET/WPL Documents panel filters based on the IET/WPL Evidence flag on each Document Category in your agency's choice lists. Agency administrators can configure which categories appear in this panel by navigating to Agency Settings → Choice Lists → DocumentCategory, clicking Edit on a category, and checking the IET/WPL Evidence checkbox.
If no document categories have been configured as IET/WPL evidence categories, the panel will appear empty after uploading documents.
When you open an existing MSG record for editing, the PSET section does not appear. The Edit dialog shows only the MSG fields. To create or modify a PSET record for an existing MSG, navigate to the Education tab → Postsecondary Education or Training panel.
MSG Type 5 counts toward NRS Table 4 (Measurable Skill Gains) and NRS Table 11 (IET Outcomes). For the credential to also count toward NRS Table 5 (credential attainment), a Postsecondary Education or Training record must be on file with a Date Earned that falls within the student's NRS Table 5 reportable window.
MSG Types 3 and 4 count toward NRS Table 4 and NRS Table 11. A PSET record created alongside a Type 3 or Type 4 MSG follows the same NRS Table 5 rules as one created alongside a Type 5.
"Student must have an IETP enrollment on or before the Date or be enrolled in a Workplace Literacy program"
The MSG Completed date is before the student's IET enrollment start date, or the student has no IET or Workplace Literacy enrollment. Verify the student's enrollment dates and adjust the MSG Completed date if needed.
"The Date Earned is not within the NRS Table 5 reportable period"
The Date Earned falls outside the student's Period of Participation window, or the student does not have an established Period of Participation. A student must have an entry-level assessment and 12 or more instructional hours to establish a PoP. Check the student's PoP on the Outcomes tab and adjust the Date Earned accordingly. Note that the Enroll Date is also subject to PoP constraints and must fall within the student's active participation period.
Georgia: The Add dialog includes an additional IET/WPL MSG Industry field between IET/WPL MSG Type and IET/WPL MSG. Selecting an industry filters the IET/WPL MSG dropdown to credentials within that industry. The credential attainment field is labeled Industry Recognized Credential Attained and auto-populates from the IET/WPL MSG selection. MSG Type 3 is not available in Georgia. MSG Type 5 is called Passing Technical/Occupational Knowledge-Based Exam.
Massachusetts: The MassSTEP/WPL MSG field is required when a MSG Type is selected. All IET/WPL field labels read "MassSTEP/WPL" throughout the dialog (e.g., "MassSTEP/WPL MSG Type", "MassSTEP/WPL MSG"). Workplace Literacy in Massachusetts is set via the Service field on the student record (Service = "Workplace"), not via a Secondary Program field.
DC, GA, KS: The Credential Attained field is not visible in the PSET section of the Add dialog. Credential Attained can be entered manually by editing the PSET record from the Education tab after saving.
