Fix bug with Druid outfit quest

Improve mob of the day

Change of gameplay dynamics:

• Set combat tick rate: 2s->1s

• Set offensive spells cooldown: 2s->1s

• Set deffensive spells cooldown: 1s->0.5s

• Set item usage cooldown: 1s->0.5s

• Set regeneration rate (also from regen over time items): 1x->2x

• Set potion restore value: 1x-> 2x

• Set skills ratio: 1x->5x

• Mob spawn rate 240s→ 120s

• Set exp stage:

    • x5 1-74

    • x4 75-149

    • x3 150-199

    • x2 200+

• new:

  • 10x no vocation

  • x25 level 1-99

  • x20 level 100-199

  • x10 level 200+
