Reduce max player speed (from level and items, not spells included) from 0.8 to 0.65. Reduce speed per level from 0.001116 to 0.0009302, base player speed stay at 0.126289. In compare: player with lvl 1 have now and will have 0.126289 speed, player with 100 lvl (before 0.233244, after 0.219309), with 500 lvl (before 0.679644, after 0.591389). Speed cap reach on (without items) before 608, after 564
