Level 243.8 is one of the four transitional hallway associate levels of Level 243, like the others, there is a window that allows you to see Level 243 and likewise. The tint is light blue, and of course there is a lot of flora, though there is no tables nor chairs found here. The connections here are back to Level 243.6 in the Glitch Zone or Level 241.
If you've entered the other three transitional hallway associate levels, then a door will appear that will bring you to Level 246.

Go past the construction sign in the Glitch Zone of Level 243.6.
Using a boat go in a specific tunnel to enter here from Level 241.

You can simply re-enter Level 243.6.
You can go back in your boat and go back to Level 241.
