Pseudo-Level 0 is an esoteric level that is an exact copy of Level 0, except expanded to allow more entrances to places. It is found as one of the only connections in Rio's Nexus that doesn't require entering a level once.
Details collected by The P.A.E. suggest Pseudo-Level 0 was created only for the sole purpose of opening more connections and diversity. Instead of one building being found in Pseudo-Level 0, there are multiple Progressive buildings found within the area. Each Progressive building seems big on the outside, but upon entering will only yield an apartment sized room where inhabitants of the Level are found.
One progressive building is more purple tinted than the others, entering it reveals an entirely empty progressive building save for a Mask Storage.
Jack is an inhabitant of Pseudo-Level 0, found in the closest Progressive building upon entering from Rio's Nexus. He is an ordinary teen, however with the exception of his legs. His legs are made up of coils and springs that make him shake and twitch when walking. Jack is friendly and does not mean any harm and will only attempt to harm individuals if he is harmed.
Talking to Jack will grant you the Tuning Fork mask.
The Tailor is a woman in her 40s that is found in a Progressive building covered in string and wool. She is friendly and is tailoring new clothing sets every single day of her life at the level. You are allowed to fit any costume or attire made by The Tailor. These can range from tuxedos, to dresses, to even a fursuit of a cat. You are allowed to purchase any outfit with 60 of any currency, not just strictly U.S. dollars from the real-world.
Around Pseudo-Level 0, telephones are found in the area dotted anywhere, and are guaranteed to be found in any Progressive building. The telephones ordinarily do not work, but if the said same telephone is called to another level, you will unlock a temporary connection to Pseudo-Level 0 and that level.
If you attempt to use the telephones while having no unique connections to anywhere, you will hear the sound of the ocean from the other end. On rare occasions, you will even hear the sound of drowning.
If you unlock a telephone connection from another level different than the current level you have unlocked, it will overwrite it practically. (For example, unlocking the telephone connection to Level 205 while already having one to Level 98 will overwrite it, so you can only go to Level 205 and no longer can go to Level 98 until you re-unlock the telephone connection.)
There are no known colonies and outposts found in Pseudo-Level 0.

Go through a door spotted with blue Ps in Rio's Nexus.
