BE IT ORDAINED by the Township Council of the Township of Gloucester, County of Camden, State of New Jersey, as follows:

§ 73-1. Purpose.

The purpose of this Ordinance is to require and regulate in a uniform manner the display of street address numbers and other identifica­tion on house, dwellings, places of business and other buildings and structures to facilitate location and the rendering of emergency, govern­mental and other services for the health, safety and general welfare of the public.

§ 73-2. Short Title.

This Ordinance shall be known as the Gloucester Township Street Address Numbering Ordinance.

§ 73-3. Numerical Designation.

All houses, dwellings, places of business, buildings and struc­tures on lots within the Township of Gloucester not having a numerical designation shall be assigned street numbers by the Township Engineer of the Township of Gloucester.

§ 73-4. Display of Numerical Street Address Designation Required.

(a) Responsibility and Specification.

1. The responsibility for posting and maintaining the numerals referred to in the Ordinance shall be the responsibility o the property owner.

2. Numerals shall be mounted as either dark on light background or light on dark background, lighted, so as to be visible from the street or drive, and shall be at least four (4) inches in height, or reflective numbers shall be three (3) inches in height. The use of written numerals spelling the number is not permissible.

(b) Application.

1. Single family residences, including attached units; numerals shall be displayed within close proximity of the front door or main entrance door. In a case where the residence is set back out of view of the roadway, the address shall be mounted on a fixed post, tree or mailbox, within ten (10) feet to either side of the driveway or walkway that leads tothe residence from the addressed road;

2. Multiple family attached, including but not limited to garden apartments, condominiums and townshouses: address of each structure within the complex shall be mounted either on a post of at least four (4) fee in height or affixed near the roofline of the building. Individual units within the structure shall post on their main entry door or within three (3) feet of said door, their specific suite or unit description so as to be visible from a commonway or common area which provides front access toand from said unit.

3. Commercial establishments, including but not limited to office buildings, strip stores, single business and other commercial/business structures: numerals shall be posted withon three (3) feet of or affixed to the main entry door.

4. If any of the above premises has a rear drive or alley which is visible from the road, the numerical address and name of business of said unit shall be posted as previously described at the rear main entrance or overhead door.

§ 73-5. Violations and Penalties.

A property owner who shall violate the provisions of this Ordinance shall upon conviction, be punished by a fine of not to exceed $200.00, and each violation of any of the provisions of this Ordinance and each day the same is violated shall be deemed and taken to be a separate and distinct offense. § 73-5.A Enforcement

It shall be the responsibility of the Glouceter Township Police Department and the Fire Officials of each Fire district to carry out the enforcement of this ordinance by issuing a warning for the first offense violation followed by a re-inspection after seven (7) days. Should the violation not be corrected by the re-inspection date, the propertyowner shall be issued as summons to appear in Gloucester Township Municipal Court for violation of this Ordinance. § 73-6. Repealer.

All ordinances and provisions thereof inconsistent with the provisions of this ordinance shall be and are hereby repealed to the extent of such inconsistency.

§ 73-7. Severability.

If any section, subsection, part, clause, or phrase of this ordinance shall be declared invalid by judgement of any court of competant jurisdiction, such section, subsection, part, clause, or phrase shall be deemed to be severable from the remainder of this ordinance.

§ 73-8. Effective Date.

This ordinance shall take effect immediately after final passage and publication as required by law.

STREET REDESIGNATION

§ 73-A. Name Changed

Pursuant to N.J.S.A 40:67-1, et seq., said street and roadway in the Township of Gloucester, County of Camden, between Erial Road and Black Horse Pike (sometimes known as "Davistown Road" and sometimes known as "Asyla Road") be and is hereby designated and hereinafter known as "Davistown Road".

§ 73-B Authorization to Change

The appropriate officials of the Township of Gloucester be and are hereby authorized to modify or change any and all official records, maps and documents to reflect the said street name designation.

§ 73-C Repealer.

All Ordinances and provisions thereof inconsistent with the provisions of the Ordinance shall be and are hereby repealed to the extent of such inconsistency.

§ 73-D Severability.

If any article, section, subsection, sentence, clause, or phrase of this Ordinance is for any reason held to be unconstitutional or invalid, such decision or lnvalidity shall not effect the remaining portions of this Ordinance.

§ 73-E Effective Date.

This Ordinance shall take effect immediately after final passage and publication in accordance with the laws of the State of New Jersey.
