Be it ordained by the Township Council of the Township of Gloucester, County of Camden and State of New Jersey, as follows:

§ 23.1. Creation.

The Township Council hereby creates and establishes an Advisory Committee for Recreation and Parks to make reports and recommendations and formulate proposals concerning the same to Township Council.

§ 23.2. Membership, Term, Compensation. [Amended on 02-27-06 by Ord. O-06-05]

The Advisory Committee for Recreation and Parks shall be composed of seven (7) members being active participants in and representative of the following groups: Boys Athletic Programs and Girls Athletic Programs (4 members), Adult Recreation Programs (1 member), Special Needs Programs (1 member) and General Needs Programs (1 member) to be appointed by the Township Council to serve for a term of two (2) years. Two (2) alternate members shall be appointed by the Township Council for a term of two (2) years. All appointments shall be made at the July 1 reorganization meeting of the Township Council. A vacancy on the committee shall be filled for the unexpired term only. The term of each member shall continue until a successor is appointed.

There shall be one member of Township Council, to be appointed by the Township Council, to serve as Council Liaison to the Advisory Committee for Recreation and Parks. The Council Liaison shall be appointed at the Council Reorganization meeting and shall serve for a term of one year, or until a successor is appointed.

For the purpose of membership, a General Needs representative shall be defined as, but not limited to, anyone who participates in activities that utilize playgrounds, general recreation programs, passive recreation programs, nature programs and senior citizen programs. The General Needs Representative need not be a member of an active athletic group.

For the purpose of membership, a Special Needs representative shall be defined as, but not limited to, anyone who participates in special equipment needs and challenge leagues. The Special Needs Representative need not be a member of an active athletic group.

Further, the Township Director of Public Works and the Township Director of Recreation shall serve as "ex officio" members of the committee and shall have no voting rights.

Members shall serve without compensation.

§ 23.3. Organizational, meetings.

The Advisory Committee shall organize annually during the month of July of each year, at which time there shall be elected a Chairperson, Vice Chairperson and Secretary. The Committee shall meet regularly and at such other times as the Chairperson shall direct. The Advisory Committee shall be required to meet not less than eight (8) times during the course of any one (1) year, and report the progress of their meeting to the Township Council. The Advisory Committee may adopt their own by-laws as deemed necessary and appropriate to govern procedure.

§ 23.4. Sub-Committees.

A Sub-Committee to be known as the "Youth Athletic Organization Council" shall be formed under the Chairman and Vice-Chairman consisting of one representative from all youth organizations registered with the Township's Department of Recreation, chosen by the registered youth organization shall be established by the Department of Recreation and the Advisory Committee. The Youth Athletic Organization Council shall meet at least on a quarterly basis or as directed by the Chairman of the Advisory Committee for Recreation and Parks.

The purpose of the sub-committee is to allow equal representation of all youth organizations in making recommendations to the Advisory Committee, by supplying a recreational master plan of the long and short term goals and needs of their organization, to assist the Advisory Committee to analyze the recreational needs of the Township of Gloucester.

§ 23.5. Purpose.

The Advisory Committee is formed for the following purposes:

A. To survey, project and balance the recreational needs of all residents of the Township of Gloucester through identification, planning and formulation of recommended resource allocation.

B. To inspect any and all parks and recreational sites and premises owned and maintained by the Township of Gloucester, as well as, other sites and premises owned and operated by other public and private organizations and utilized by the Township of Gloucester in meeting recreational needs, provided prior approval is given.

C. To study the administration, care and maintenance of the public parks, playgrounds and athletic facilities subject to the direction and supervisor of the Township Director of Public Works and the Township Director of Recreation, and to report, make recommendations and formulate proposals to the Township Council as needed.

D. To communicate with any Federal, State and Local entities as well as private organizations, corporations and individuals in order to promote and enhance the development of recreational areas and open space.

E. To perform other related duties and functions as may from time to time be assigned to it or prescribed by the Township Council.

§ 23.6. Records.

The Advisory Committee shall be required to keep records of all of its meetings and activities and shall make an annual report in writing to the Township Council on or before the first day of June of each year.

§ 23.7. Repealer.

All ordinances and provisions thereof inconsistent with the provisions of this Ordinance shall be and are hereby repealed to the extent of such inconsistency.

§ 23.8. Severability.

If any section, subsection or part, clause or phrase of this Ordinance shall be declared invalid by judgment of any court of competent jurisdiction, such section, subsection, part, clause or phrase shall be deemed to be severable from the remainder of the ordinance.

§ 23.9. When Effective.

This Ordinance shall take effect immediately after final passage and publication as required by law.
