BE IT ORDAINED by the Township Council of the Township of Gloucester, County of Camden and State of New Jersey as follows:
The Township Council hereby creates and establishes an Blackwood Lake Advisory Committee which Committee shall make reports and recommendations and formulate proposals concerning the same to Township Council.
The Blackwood Lake Advisory Committee shall be composed of nine (9) members appointed by the Township Council, to serve as Council Liaison to the Advisory Committee for Blackwood Lake, as a non-voting member. The Council Liaison shall be appointed at the Council Reorganization meeting and shall serve for a term of one year. There shall be one person from the Historical Committee and one person from Blackwood West. The seven remaining members shall be citizens and residents of the Township of Gloucester. All initial appointments pursuant to this Ordinance shall expire on June 30, 2000. Thereafter, the Council member shall be appointed for one (1) year as provided. Four members shall be appointed for a one (1) year term and three members shall be appointed for a two (2) year term and thereafter, all members shall be appointed for two (2) year terms. Further, the Director of the Department of Public Works and the Director of the Department of Community Development and Planning shall serve as “ex officio” members of the committee and shall have no voting rights. Members shall receive no compensation for their services but may receive reimbursements for proper and authorized out-of-pocket expenses in accordance with existing Township regulations, and within the limits of funds appropriated to it for such purpose by the Township Council.[Amended 04-11-11 by Ord. 0-11-11]
The Advisory Committee is formed for the following purposes:
To work to preserve and restore the Lake, surrounding area and the Blackwood Lake Trail as a natural resource. To study and make recommendations concerning the preservation of the Lake, surrounding area and the Blackwood Lake Trail. The submission of recommendations to the Township Council of appropriate plans for the use of these areas. The Committee shall act and discharge its duties within the limits of funds appropriated to it for such purpose by the Gloucester Township Council.
The Committee shall organize on July 1st of each successive year, at which meeting the Committee shall designate one of the seven members to serve as chairman. The Committee is authorized to adopt bylaws governing its procedural operation.
The Blackwood Lake Advisory Committee shall keep records of all its meetings and activities and shall make an annual report to the governing body of the municipality on or before the last day of December of each year.
All ordinances and provisions thereof inconsistent with the provisions of this Ordinance shall be and are hereby repealed to the extent of such inconsistency.
If any section, subsection or part, clause or phrase of this Ordinance shall be declared invalid by judgment of any court of competent jurisdiction, such section, subsection, part, clause or phrase shall be deemed to be severable from the remainder of the ordinance.
This Ordinance shall take effect immediately after final passage and publication as required by law.
