Be it Ordained by the Township Council of the Township of Gloucester in the County of Camden, State of New Jersey, that a new Chapter 10 entitled, “Emergency Services Council” by and is hereby created as follows:

§10-1 Title.

There is hereby established and confirmed the creation of an advisory council to be known as the “Emergency Services Council of the Township of Gloucester”.

§10-2 Purpose.

A. It is hereby found and declared that there exists in the Township of Gloucester a need for coordinated and efficient operation and shared services between the various Township fire emergency, fire rescue and medical emergency response organizations located within the jurisdiction of the Township of Gloucester.

B. The Emergency Services Council shall act in an advisory capacity to the Mayor and Township Council and the respective Boards of Fire Commissioners, on matters of efficiency in operation, shared services, fire prevention and suppression services and medical rescue services to the residents of the Township of Gloucester.

C. To carry out education programs to promote fire safety and prevention and medical rescue programs.

D. To evaluate, recommend and advise cost saving measures that may be considered by Mayor and Township Council and respective Boards of Fire Commissioners.

§10-3 Membership.

The Emergency Services Council shall consist of 20 members, to be appointed by the Mayor at each annual reorganization meeting of the Township of Gloucester. Except, however, the initial appointment shall be made on the effective date of this ordinance. The membership shall be as follows:

A. The Mayor of the Township of Gloucester.

B. Two (2) members from the Township Council, to be selected by the Township Council, at the annual reorganization meeting of the Township Council. Except however, the initial appointment shall be make on the effective date of this ordinance.

C. One (1) member from each of the six respective Board of Fire Commissioners.

D. The Chief of Police of the Township of Gloucester or designee.

E. The Fire Chief from each Volunteer Fire Company.

F. One (1) member from each of the six Volunteer Fire Companies

G. Two (2) Career Fire Fighters serving the Township of Gloucester

H. One (1) member from the Gloucester Township EMS Squad serving the Township of Gloucester.

I. One (1) representative from the Police Union, FOP Lodge 206.

J. The Mayor, or a member of the Township Council as may be designated by the Mayor in his absence, shall serve as the Chairperson of the Emergency Services Council.

§10-4 Repealer

All ordinances and provisions thereof inconsistent with the provisions of this Ordinance shall be and are hereby repealed to the extent of such inconsistency.

§10-5 Severability

If any section, subsection or part, clause or phase of this Ordinance shall be declared invalid by judgement of any court of competent jurisdiction, such section, subsection, part, clause or phase shall be deemed to be severable from the remainder of the ordinance.

§10-6 When Effective

This Ordinance shall take effect immediately after final passage and publication as required by law.
