Be it ordained by the Township Council of the Township of Gloucester, in the County of Camden and State of New Jersey, as follows:

§ 22-1. Creation.

The Township Council hereby creates and establishes a Committee, known as the "Youth Recognition and Assistance Committee," to acknowl­edge our youths' participation in sports and athletic events and community-related activities and to support worthy projects.

§ 22-2. Composition; term; compensation.

The Youth Recognition and Assistance Committee shall be composed of seven (7) members to be appointed by the Township Council for a term of one (1) year, except that the first term shall expire on December 31, 1981. Members will receive no compensation for their services but may receive reimbursement for proper and authorized out-of-pocket expenses in accordance with existing township regu­lations and within the limits of funds appropriated, to wit, for such purposes by the Township Council.

§ 22-3. Purposes.

The Committee is formed for the following purposes:

A. To assist the youths of the township in their athletic and other community-related endeavors.

B. To acknowledge youths engaged in athletic functions who have accomplished special, outstanding achievements.

C. To assist youths in projects so that they may participate more fully in athletic and sports events and communi­ty-related activities, both within and outside the Township of Gloucester.

D. To provide assistance for transportation of our youths to and from interstate and intrastate competitions and events or any other support that may be deemed worthwhile and necessary.

E. To study and make recommendations to the Township Council in matters relating to youth activity and programs.

§ 22-4. Funding.

This Committee shall act and discharge its duties within the limits of funds appropriated, to wit, for such purposes by the Town­ship Council of the Township of Gloucester.

§ 22-5. Designation of Chairman; adoption of bylaws.

The members of the Committee shall designate one (1) of its members to serve as Chairman and presiding officer of the Committee. The Chairman shall be known as the "Chairman of the Youth Recognition and Assistance Committee." The Committee is authorized to adopt bylaws governing its procedural operation.

§ 22-6. Records; annual report.

The Youth Recognition and Assistance Committee shall keep records of all of its meetings and activities and shall make an annual report to the governing body of the municipality on or before the first day of February each year.

§ 22-7. Donations.

The Youth Recognition and Assistance Committee is authorized to accept donations in the name of the Township of Gloucester. Such donations shall become the property of the Township of Gloucester. Such donations shall be used for the purposes and uses as expressed herein. Cash donations shall be deposited with the Township Treasurer and placed in a special account.
