Once you had done writing and had your paper reviewed, it is time to publish it. There are a couple of points you need to prepare before selecting your publisher.
The very first step is to check your paper's right to publish. The goal is not to publish sensitive data like personal identifiable information (PII), trade secrets, company confidential information, etc. Always have a reviewer or read up intellectual properties right materials for better understanding.
You need to be clear with your institution or company that your paper does not content any sensitive information. That means it needs to get scrutinized by IP lawyers and domain experts until they approved it. Common licenses should be available like:

Now before you jump into searching your journal, you need to know where to check a valid ones. There are predatory journals where the quality of publishing is not there while charging you a huge sum of money. Researchers from all over the world compiled an active list of predatory journals for cross-checking. There is no strict paper format and languages used except complying to your publisher. The reason being closely related with their publication infrastructure, those robots parsing your paper.
For languages, it depends on the nature of your research. For Sciences, it is a must to use English. For art and literature, you need to refer to the publication. Otherwise, refer to the publisher's requirement.
