Quality Plan
MONITORING and EVALUATION and QUALITY ASSURANCE
Aim:-to provide high quality of work process, progress and outcomes and project in general.
Objectives:
External evaluation reports of project products (training modules and web-based information tool),
internal formative and summative evaluation of products in process of developing and piloting,
external and internal monitoring and quality assurance of the work process and project management,
internal evaluation of dissemination and exploitation activities.
Milestones:
Evaluation strategy plan is developed by all partners and external evaluator and they have an agreement on it at the first steering committee meeting.
Internal progress reports for each workpackage are submitted by all partners to Europole on time as in WP4. In these reports, partners are expected to explain activities during the period, evaluation of work undertaken, concrete outcomes and expenses.
Draft Internal monitoring and evaluation report is ready by Europole. (14/11/2011)
External evaluation report is prepared by external evaluator for project management and project outputs. (10/09/2012)
One day will be reserved for review meeting aiming at updating partners on the evaluation process, share qualitative and quantitative evidences, deciding on any changes to the project work plan at the third project meeting. Each partner country will organize ad hoc steering committees comprising representatives of different stakeholders (parents, teachers, different public or private organizations). Monitoring and evaluation activities which are the basis of Quality Plan of project are integrated into all work packages. The monitoring and quality assurance will be carried out by all partners continuously and supervised by external evaluator. Each partner will send progress reports for each work package to Europole.

04.01 Internal Progress Reports On Development Wp 31/03/2011
Each partner institution will prepare progress report on development work package every half a year. They will be prepared four times during the lifetime of the project (in March 2011, August 2011, February 2012,September 2012). It will be sent to Europole. It will include activities during the period, evaluation of work undertaken, specific outcomes and expenses in development work package.

They will be prepared four times during the lifetime of the project (in March 2011, August 2011, February 2012,September 2012). It will be sent to Europole. It will include activities during the period, evaluation of work undertaken, specific outcomes and expenses in development work package.
04.05 Ad-Hoc Steering Commitee Meetings 18/04/2011
Event - Each partner organization will establish ad-hoc steering committees comprising representatives of different stakeholders (parents, teachers, different public or private organization having competences in the field of public health and education). They will check project implementation and outputs against the proposed work plan and will offer recommendations for improving. The ad-hoc steering committees will work either on face-to-face based approach and on internet based approach for their meetings.
04.06 Internal Progress Report On Exploitation Wp - 31/05/2011
Each partner institution will prepare report on exploitation work package. They will be prepared two times during the lifetime of the project (May 2012-September 2012). It will be sent to Europole. It will include activities during the period, evaluation of work undertaken, specific outcomes and expenses in exploitation work package.
04.07 Review Meeting - Minutes Of The Meeting 02/09/2011
One day will be reserved for review meeting aiming at updating partners on the evaluation process, share qualitative and quantitative evidences received from ad-hoc steering committees in each partner country , deciding on any changes to the project work plan at the third project meeting.
04.08 Draft Internal Monitoring And Evaluation Report 14/11/2011
DRAFT REPORT
Europole will prepare draft internal monitoring and evaluation report containing summative and formative evaluation of the project. Report will be prepared taken into account internal progress reports of each partner country. It will be discussed at the 5th steering committee meeting in Greece.
04.09 Ad-Hoc Steering Commitee Meetings 14/11/2011
Meeting reports will be prepared by each partner country. Since getting recommendations from ad-hoc steering committees will continue during the lifetime of the project, it is expected to be performed 10 meetings in each partner country and reports of them will be prepared by each partner country when the events happens. Meeting reports will be discussed at 5th steering committee meeting with internal monitoring and evaluation report.
04.10 External Evaluation Report On Project Outcomes 10/09/2012
External evaluation report will be prepared by external evaluator. Report will focus on specific outcomes of the project and it will contain evaluation of;
Training Modules and methodology,
Web-based information tool,
Suitability of training modules to the defined target group.
04.11 External Evaluation Report On Project Management 10/09/2012
External evaluation report will be prepared by external evaluator on project management. It will contain evaluation of;
Communication efficiency among partners,
Transparency in information sharing and project coordination,
Financial issues related to the project,
Dissemination and exploitation results.
Consortium partners involved
IT - Italy
Gathering progress reports from each partner country, assessing, sending them AMEM, preparing draft internal monitoring and evaluation report, preparing evaluation criteria for training modules and web-based information tool, monitoring of activities in each partner country, establishing ad-hoc steering committees and conducting meetings with them in its own city,preparing reports.
TR - Turkey
Sending progress reports to Europole, contributing to the development of evaluation criteria for training modules and web-based information tool, overall monitoring of evaluation activities, overall evaluation of dissemination and exploitation activities and internal evaluation of project management, establishing ad-hoc steering committees and conducting meetings with them in its own city,preparing reports.
PT - Portugal
Sending progress reports to Europole, providing feedback on the quality of training modules for teachers and piloting process in each partner, evaluation of work progress and outcomes in Portugal and also contribution to evaluation of dissemination and exploitation activities in Portugal, establishing ad-hoc steering committees and conducting meetings with them in its own city and preparing reports.
GR - Greece
Sending progress reports to Europole, evaluation of piloting process in Greece, evaluation of work progress and outcomes in Greece and also contribution to evaluation of dissemination and exploitation activities in Greece, establishing ad-hoc steering committees and conducting meetings with them in its own city and preparing reports.
TR - Turkey
Sending progress reports to Europole, providing feedback on quality of training modules for parents, evaluation of piloting process for parents in Turkey, evaluation of work progress and outcomes in Turkey and also contribution to evaluation of dissemination and exploitation activities in Turkey, establishing ad-hoc steering committees and conducting meetings with them in its own city and preparing reports.
RO - Romania
It will be responsible for sending progress reports to Europole, evaluation process of piloting in Romania, evaluation of work progress and outcomes in Romania and also contribution to evaluation of dissemination and exploitation activities in Romania, establishing ad-hoc steering committees and conducting meetings with them in its own city and preparing reports.
DK - Denmark
It will be responsible for sending progress reports to Europole, providing feedback on the quality of web-based information tool, evaluation process of piloting in Denmark, evaluation of work progress and outcomes in Denmark and also contribution to evaluation of dissemination and exploitation activities in Denmark.
Explanation of workpackage expenditures
Besides staff costs for this work package, external evaluator will be subcontracted by AMEM. Because external evaluation is a good solution for monitoring and evaluation of the project in many centralised EU projects. It provides evaluation of the project more objective. Therefore, external evaluator will be subcontracted by AMEM in this work package. He/she will evaluate the project in two parts. One is evaluation of the project management. The other one is evaluation of specific outcomes of the project containing web-based information tool, developed training modules and suitability of them for target group. It is expected that external evaluator will participate into first kick-off meeting of the project for 3 days. First steering committee meeting is too important for many EU projects because all planning is made in that meeting like quality plan. All expenses for 3days including travelling and subsistence cost will be reimbursed by external evaluator.
