Western Region Swimming Carnival Information & Rules - 2024
The carnival will be hosted by St Brigid’s Catholic Primary School, Coonamble, on Thursday, 15th February, at Coonamble Pool. The Carnival will commence promptly at 9:30am and should conclude by 3:00pm.
Schools select students to attend the Western Region Swimming Carnival.
Results from this carnival will be used to select swimmers to represent Western Region at the Bathurst Diocesan Carnival on Wednesday, 6th March, in Dubbo.
Rules:
The carnival will follow State P.S.S.A. and Diocesan programs and guidelines.
Please note:
the 200m Individual Medley events will be in junior (8-10) and senior (11-13) groups.
the 100m Freestyle is an open age event (8-13).
a one start rule will apply.
all events will be timed finals and the referee’s decision is final.
Basic guidelines as to the rules of each individual stroke and event are as follows:
Freestyle - As the stroke implies, there are no rules regarding stroke form.
Backstroke - The entire race must be swum on the back. Rolling on to the stomach will bring disqualification.
Breaststroke - This must be done with a Breaststroke kick, feet pointing out. The swimmer cannot drop a foot or leg at any time during kicking motion. Feet cannot break the water. The swimmer will not be allowed to "double pull” during the dive. The swimmer must touch the end of the pool with two hands at the same time.
Butterfly - Arms must clear the water at all times. Only Butterfly kick
There are multi-class events. The participants in the multi-class races will need to have a classification, if unsure please contact Steve Maguire (s.maguire@bth.catholic.edu.au or mobile 0490063259) for assistance.
On arrival, swimmers are to check their names against their events.
Team managers are to notify Recording of any swimmers who have withdrawn from the carnival.
Event withdrawals during the day should be notified to the marshall by the swimmer when called to the marshalling area for the event.
Coaches and/or parents are not permitted to be in the marshalling area, the Check Starter area or the Race Start area.
The Carnival Convenor retains the right to amalgamate heats, change the order of events or reseed events.
Only Team Managers should approach the Recording Tent for providing information regarding swimmers or queries.
All swimmers must watch the EVENTS CLAIM BOARD and listen to OFFICIAL ANNOUNCEMENTS on EVENTS CLAIMS.
Swimmer must promptly report to the marshalling area and listen for their lane allocation.
Swimmers are to sit and remain in allocated marshalled chairs.
Swimmers who fail to report to the Marshal by the specified time shall be deemed to be a withdrawal. The Marshal will not chase up swimmers that fail to present on time.
Swimmers have the responsibility that they present and swim in the correct allocated race lane.
Swimmers will be called to their starting positions by the Check Starter.
All NSW Swimming Association Inc. meets will be conducted under the “one start rule”.
On the whistle from the referee the swimmers shall step onto the Starting Platform and remain there, or for Backstroke swimming immediately enter the water. For backstroke a second whistle shall bring the swimmers immediately to the starting position.
On the Starter’s command “Take Your Marks” competitors will immediately take their starting positions, and in the case of a Backstroke event, their position in the water, and remain stationary.
When all competitors are stationary, the Starter shall give the starting signal by pistol, buzzer, whistle or command.
Any swimmer/s starting before the starting signal has been given, shall be disqualified. If the pistol, buzzer, whistle or command sounds before the disqualification is declared, the race shall continue and the swimmer or swimmers shall be disqualified upon the completion of the race. If the disqualification is declared before the starting signal, the signal shall not be given, but the remaining swimmers shall be called back, be reminded by the Starter of the penalties, and start again.
Competitors must finish in the lane in which they start and will remain in the water in their lanes at the finish of the event. Only on the signal of the Referee are the competitors to leave the water by the side of the pool.
The “Starting over the Top” process will be used. Competitors from the preceding heat are to move to the side of the lane and rest against the lane ropes, whilst the next race is started.
In an Individual Medley event, the sequence of strokes is Butterfly, Backstroke, Breaststroke, Freestyle.
Notes:
Swimmers may enter only senior OR junior events, not both.
All ages are taken as the age the swimmer turns this year.
Ages for Stroke Events are as follows:
JUNIOR - 8, 9 & 10 years
11 years
SENIOR - 12 & 13 years.
Ages for relays are as follows:
JUNIOR - 8, 9 & 10 years
SENIOR - 11, 12 & 13 years
A Point Score will be conducted and there will be medallions for Junior, 11yrs and Senior Champions, and ribbons for 1st, 2nd and 3rd fastest times in each event (not each heat).
All protests must be submitted in writing by the Team Manager to the recording table within 15 minutes of the event.
A program of seeded events will be emailed to schools ASAP after last entries are received. Each school will be given 2 on arrival, they will be available at the recording table. Other programs will be available for $2 each.
TIMEKEEPERS - All schools are to supply timekeeping for 1 lane to support running a successful carnival and as part of our COVID-19 Safety plan. Each school should always have two timekeepers for their designated lane as set out below. Each school might choose to organise a roster of their timekeepers to share the load. Each school needs to supply the name of someone to coordinate their timekeeping roster to the host school before the day of the carnival.
A Dolphin wireless timing system will be used. The starting system starts all watches and the timekeepers (2 per lane) stop the watches. The average time of the two watches are taken.

Posted Sheets - Event Result Sheets will be posted during the day.
Official Results will be distributed electronically to schools post carnival.
Unofficial Results
Scoreboard - A 2-lane scoreboard will display live unofficial times during the race.
Meet Mobile - Unofficial results will be available through the Meet Mobile Swim Meet App during the carnival.
Swimmers may ask the timekeepers for their unofficial time at the end of their race. The slowest of the two watches will be given.
Western Region Athletics Carnival Rules - 2023
WESTERN REGION PRIMARY ATHLETICS CARNIVAL
WEDNESDAY, 26TH JULY 2023
RULES OF COMPETITION
Entries: Schools may enter 3 competitors in each track and field event. One entry per school in each relay event allowed.
Participation: St. Pius X Dubbo, St. Joseph’s Gilgandra, St. Brigid’s Coonamble, St. John’s Baradine, St. Lawrence’s Coonabarabran, St. Mary’s Dubbo and St Mary’s Wellington.
Championships: Individual championships will be conducted for boys and girls in Junior, 11 Years and Senior Divisions. Age events include 8 years – born 2015, 9 years – born 2014, 10 years – born 2013, 11 years – born 2012, 12 years – born 2011, 13 years – born 2010.
Points for Individual Championships: Points are only allocated for finals in track and field events. They include 1st – 3 points, 2nd – 2 points, 3rd – 1 point. Relay events are not included in the individual championships.
Finals: 800m & 1500m – straight final. 4 x 100m relay – straight final.
100m – the three placegetters in each of the two heats plus the next four fastest times. 200m timed finals.
1500m: Competitors will be warned once for walking and removed from the track on second warning.
Ribbons: Ribbons will be awarded for first, second and third places in finals only.
Footwear: Suitable footwear must be worn in all events. Athletes will not be allowed to race in bare feet.
Spikes: Spiked shoes and starting blocks are permitted only in those events where specific lanes are allocated. They are not permitted in the 800m & 1500m events. Spikes may be worn for high jump. Spikes must be carried to and from events.
Placegetters: At the completion of each race, competitors must return to the finishing line in their respective lane until places and times are recorded. Competitors moving outside their lane at any time may be disqualified.
Marshalling: Competitors must report to the marshals immediately the event is called. If competitors fail to answer the marshalling call they may be eliminated. If the competitor wishes to pull out of an event they will still need to report to the marshal to advise them of their withdrawal after consultation with their school team manager.
High Jump Starting Heights: Junior boys & girls 90cm, 11yrs boys & girls 95cm and senior boys & girls 105cm.
Starting: Use of starting blocks is permitted with the toes of each foot in contact with the ground. Competitors must start behind the mark until called to move by the starter. Hands must be behind the mark. The order given by the starter for 100m and 200m shall be: “ON YOUR MARKS, SET”, then the gun. The 800m is “ON YOUR MARKS”, then the gun (NO “SET).
Discus: Junior 500g, 11yrs – 750g, Senior – 750g.
Shot Put: Junior – 2kg, 11yrs – 2kg, Senior – 3kg
Long Jump: All jumps will be taken from the board.
Relays: A team may be disqualified from participation and selection. Most common reasons for disqualification are if a runner changes lanes and is deemed to have interfered with an opposing runner or if a runner moves to a lane inside to that which is allocated for a length of time or the baton is exchanged outside the designated area. The last runner must cross the finishing line in the allocated lane.
False Starts: A competitor causing a false start shall be warned for the first and disqualified for the second breach.
Student Behaviour: Competitors behaving inappropriately on the day may be disqualified from participation and selection.
Warm Ups: Team Managers assume this responsibility.
Disputes: A disputes committee will consider protests. Any protest must be lodged via the team manager, in writing, within 10 minutes of the conclusion of the event. Protests submitted from outside the Team Manager will not be considered.
Diocesan Carnival: The Primary Diocesan Athletics Carnival will be held in Dubbo on the 18th August. The Western Region team will comprise the first three track, first three field and first two relays, in each final.

Western Region Swimming Carnival Report - 2023
We had a fantastic day for the Western Region Swimming Carnival on Thursday, 16th February at Coonamble pool. A huge thank you to Gai Gilmour and Drew Inman and the Staff of St Brigid's Coonamble for all their efforts in ensuring the carnival ran smoothly. Thank you to the parents of St Brigid's Coonamble for their hospitality and help in ensuring everything was in place for a great day. Thank you to the staff at Coonmamble Pool for providing a great venue. Special mention to Chris Stevens (St Mary's Wellington) for setting up and running Meet Manager, Ryan Angle starter, Bill McDonald and Katrina Shelton Referees.
We also appreciate the parents and teachers who transported and cheered on all our swimmers. There were some outstanding efforts in the pool and we wish all the students who made the Western Region Swimming team all the best at the Bathurst Diocesan Swimming Carnival in Dubbo on Wednesday, 8th March.
