NB Times / order of events may be changed at the discretion of the Convenor. All 1500m, 800m & 200m are timed finals; no finals will be run.
If postponement is necessary of the carnival, early morning text messages will be sent to team managers as well as emails to teams managers and schools. Please ensure we have all relevant mobile contacts. The backup date for this Carnival is now Thursday 4 August.

Southern Region Athletics Carnival 2023:
Rules of Competition:
Championships:
Individual championships will be conducted for boys and girls in Junior, 11 Years and Senior Divisions. Age events include:-
8 years - born 2015 9 years - born 2014
10 years - born 2013 11 years - born 2012
12 years - born 2011 13 years - born 2010
Points:
For individual championships, points are only allocated for Finals in track and field events.
They include: 1st = 7pts 2nd = 4pts 3rd = 2pts
Relay events are not included in the individual championships.
Finalists:
1500m, 800m, 200m, and 4 x 100m Relays are timed finals.
A 100m final will consist of the fastest six times of the day.
Ribbons:
Ribbons will be awarded for 1st, 2nd and 3rd places in Finals only.
All ribbons will be named and placed in a school envelope, available from the announcing table at the end of the day. Alternatively, ribbons will be posted to the school.
Footwear:
Suitable footwear must be worn in all events. Athletes will not be permitted to compete in bare feet.
Spikes:
Spiked shoes and starting blocks are permitted only in those events where specific lanes are allocated. They are not permitted in the 800m or 1500m events. If spike-proof high jump mats are available on the day, spikes may be worn for high jump. Spikes must be carried to and from events.
Starting:
Use of starting blocks is permitted with the toes of both feet in contact with the ground. Competitors must start behind the mark until called to move by the starter. Hands must be behind the mark.
The order given by the starter shall be: ‘ON YOUR MARK, SET,’ then the gun.
Placegetters:
At the completion of each race, competitors must return to the finishing line in their respective lane until places and times are recorded. Competitors moving outside their lane at any time may be Disqualified.
Marshalling:
Competitors must report to the marshals immediately the event is called. If competitors fail to answer the marshalling call, they may be eliminated. In field events, competitors must complete their high jump before moving to other field events.
Discus:
Junior - 500g 11 years - 750g Senior - 750g
Shot Put:
Junior - 2kg 11 years - 2kg Senior - 3kg
High Jump:
Starting heights: Junior -100cm, 11 years -105cm, Senior – 110cm
Long Jump:
All Long Jumps will be taken from the board.
Multi-class
Please refer to the separate information sheet in Team Manager information for specifications.
Relays:
Only batons supplied by the Convenor shall be used. A team may be disqualified if any of their runners step outside their allocated lane.
False Starts:
A competitor causing a false start shall be warned for the first and disqualified for a second breach.
Student Behaviour:
Competitors behaving inappropriately on the day may be disqualified from participation or selection.
Warm Ups/Cool Downs:
Team managers assume the responsibility of competitor warm ups and cool downs.
Coaching:
Parents, coaches and unauthorised persons are not allowed on the ground or field of play. Once competitors are in the hands of the officials controlling the event, they shall not receive coaching or advice. Penalty: Disqualification.
Interference:
Parents and coaches are reminded that the designated officials have full control of events in progress. Harassment or unduly questioning of an official during the course of duty will lead to Competitor Disqualification.
Field of Competition:
Spectators are asked to stay well back from all competitions. Cones and witches hats outline competition areas.
Disputes:
A Disputes Committee will consider protests. Any protest must be lodged via the Team Manager within 10 minutes of the conclusion of the event. Protests submitted from outside the Team Managers will not be considered.
Diocesan Athletics Carnival:
The Southern Region team will compete in Dubbo on Friday, 18th August, - back up date TBC..
From the Southern Region carnival: three track, three field and two relays will be sent to compete at the Diocesan carnival on Friday, 18th August in Dubbo.

A huge thank you to everyone who assisted with the organisation and running of the Southern Region Athletics Carnival in Cowra on Friday, 29th July, 2022.
It was a fantastic day and could not have happened had we not had St Raphael's Cowra offer the use of Twigg Oval and Cowra Little Athletics equipment. We thank Larissa Gallard and her team of staff and students for everything they did to assist in the lead up to the day and on the day itself.
We thank Ken McNamara and Karina Douglass from St Edward’s Canowindra for their continued support in the lead up to and on the day itself.
Thank you Steve Maguire for all you do to ensure these events run smoothly, and that we all leave the day happily.

Southern Region Swimming Carnival Rules & Information - 2022
Date: Tuesday 22nd February, 2022
Venue: Orange Aquatic Centre Hill St & Warrendine Streets, Orange commencing at approx 10.00am with warm-up time prior to this. The Carnival will conclude at approximately 2.30pm with a presentation.
COVID-19 SAFETY PLAN:
● All persons entering Orange Aquatic Centre (OAC) must abide by Orange Regional Council’s COVID-19 restrictions. Please follow all rules and guidelines as posted at OAC.
● Attendance Record
○ Adults must register attendance by using OAC available registration processes, such as the QR-code. The QR-code requires devices to have the service NSW app installed.
○ Students - Each school must nominate a staff member as a contact for your school. Each school is responsible for keeping a register of all their students and staff participating in the carnival for at least 4 weeks for the purpose of tracing COVID-19 infections where required. This is also a CEDB policy requirement.
● Attendees are to use hand sanitisers and maintain social distance where appropriate (1.5m). ● You should not attend if you are sick or feeling unwell.
● The pool toilets will be accessible but the change room facilities will be inaccessible. Students must come prepared to swim.
● School students will have designated areas separate to the general public and we ask that you support these procedures. Races will not continue if students are in the designated spectator area or if parent spectators are in the designated school area.
● Parents can bring along lightweight shade shelters & fold up chairs for the grass areas away from the grandstand.
● The designated school (competition area) is the pool deck, marshal area and grandstand
● Each school is to organise timekeepers from their school for their lane. Stop watches will be cleaned before the carnival. Upon changing timekeepers, sanitiser cleaning material will be on hand for wiping stopwatches.
Southern Region Swimming Carnival - Rules of Competition - 2021:
DISPUTES:
A dispute Committee consisting of a principal, carnival coordinator and the relevant referee shall consider all disputes. The Team Manager (a teacher at the school) must lodge a written protest to the Carnival Convenor within 10 minutes of the conclusion of the event. It will be necessary to quote the event number, name and relevant heat, the lane in which the student swam and a brief summary of the concern.
Correspondence re disputes will be between the Carnival Convenor or his/her representative and Team Managers only. Only the Carnival Convenor will communicate with the nominated referee for the event. The referee’s decision will be final. In the absence of a Referee, the Carnival Convenor will make the final decision.
COACHING / INTERFERENCE:
Parents, coaches and unauthorised persons are not allowed poolside. Once competitors are in the hands of officials controlling the event, they shall not receive any coaching or advice. Penalty: Disqualification.

WARM UPS:
Team Managers assume the responsibility of competitor warm-ups. Children will be allowed warm-up time in the pool until 9am. The Orange Aquatic Centre will be open for warmups at 8:30am.

Competitors behaving inappropriately on the day may be disqualified from participation and selection. All students are required to stay with their Team Manager, unless participating in an event.
MARSHALLING:
Competitors must report to the marshal immediately the event is called. If competitors fail to answer the marshalling call they will be eliminated. Note – all events are ‘Timed Finals.’
STARTING – “ONE START RULE”:
The order given by the starter shall be: a whistle blast, “ON YOUR MARK”, then the gun. Any swimmer starting before the starting signal has been given, shall be disqualified. If the starting signal sounds before the disqualification is declared, the race shall continue and the swimmer or swimmers will be disqualified upon the completion of the race.
RELAYS – Safety:
In the 4x50m freestyle relay events, swimmers 2 & 4 start at the shallow end of the pool. Due to the shallow depth of the pool at this end, these swimmers will need to start by being in the water at the shallow end. No dive at the shallow end.
INDIVIDUAL MEDLEY:
Order for swimming this event: Butterfly, Backstroke, Breaststroke, Freestyle. The Medley commences with a dive.
PLACEGETTERS:
At the completion of each race, competitors must remain in their lane until asked to clear the pool.
CARNIVAL COORDINATION:
The 2021 Carnival Coordinating Committee (St Mary’s, Orange) reserves the right to vary the program at any time. The Committee will manage any disputes or problems on the day. The Committee also reserves the right to vary the rules where deemed necessary.
