Scholars say that the Royal Staircase is as old as the Moll de Costa (Coastal Pier) and was used as a passenger jetty. They were also called the Escala de la Pau (Peace Steps), but are currently known by the name: Escala Reial (Royal Staircase)
In 1484, a royal permit authorized the creation of the port of Tarragona. A construction dyke was built and customs duty franchises were granted. There was a Board formed by a prelate, representing the municipality and the cathedral chapter.
